INFORMATION REQUEST
On 30 April 2024 you asked for information about building consents. Here is our response to
your questions:
1.  The  average  cost  charged  by  Council  to  applicants  for  building  consents
issued by Council in the FY23 and FY24 years; and
This response refers to FY23 and FY24.
  FY23 is from 1 July 2022 - 30 June 2023.
  FY24 is from 1 July 2023 – 1 May 2024.
The average cost of a building consent was $5,244 in FY23 and $5,285 in FY24.
This is the cost of administering and processing the building consent and an
estimated charge to cover the required building inspections, as invoiced. It does
not include the cost of development contributions, asset protection bonds, or
government levies.
2.  The average time (days) that it took Council to issue a building consent from
receipt of application to issue in the FY23 and FY24 years.
The average time to process building consents was 21 working days in both
FY23 and FY24 using the statutory clock process set out in the Building Act 2004
and associated guidance. This process stops the clock if a request for further
information (RFI) is sent and restarts it when a complete response is received.
The average time to process building consents was 52 working days in FY23
and 47 working days in FY24 including the days that the application was on hold
pending an RFI response.
