Response to your request for official information
Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 27 May 2024 for information regarding Gumboot
Friday. Please find a response to each part of your request below.
My questions relate to the funding of $24m over 4 years that has been
awarded to I Am Hope.
1. Which Government Procurement Rules were used?
2. Was this advertised openly (e.g. on GETS) or was an exemption obtained?
(as per Gov't procurement rules)
The Ministry of Health is applying opt-out rule12.3.k under the all-of-government rules of
procurement. As such, there has not been an open advertisement.
3. Did the Ministry engage with other agencies to seek opportunities to
Collaborate?
The Ministry is engaging with Health New Zealand - Te Whatu Ora (Health New Zealand)
regarding implementation of the Government commitment to fund services delivered through the
Gumboot Friday initiative.
4. Did the Ministry consider if the need is already covered by an existing
All-of-Government contract?
5. Was a Procurement Plan done? If so, please provide this.
Through the coalition agreement commitment, and the approval of Budget 24 funding, the
Government has directed the Ministry to enter into a contract for the delivery of services through
the Gumboot Friday initiative. There are no existing contracts between the Ministry or Health
New Zealand with the I Am Hope Foundation. The Ministry is now going through internal
procurement and contract processes to implement the Government decision as directed.
