We refer to your email dated 4 June 2024 requesting information under the Official 
Information Act 1982 (the Act).  The answers to your specific questions are set out 
below.  
 
Request: Did Covid 19 arise out of the nature of work at TVNZ? 
 
The question is not about transmission which is passing a disease from one person to 
another. It’s about the arising of the disease. How does the disease come about? ie 
did the disease originate from the kind of work taking place at TVNZ ? For example, if 
I demolish a building with asbestos, then asbestos lung is a disease which arises out of 
the kind of work taking place….that  is demolition works of asbestos materials. The 
demolition work leads to asbestos lung if workers are not adequately protected from 
the asbestos materials. 
 
Please would your provide the information on the disease arising out of the nature of 
the work at TVNZ? 
 
Response: The World Health Organization says that the Coronavirus disease (COVID-
19) is an infectious disease caused by the SARS-CoV-2 virus1  which was discovered in 
Wuhan, China.2  COVID-19 did not arise out of the nature of work at TVNZ.  
 
Please note that section 28 of the Act sets out the circumstances in which you may 
make a complaint to the Ombudsman in order to seek an investigation and review of 
this decision.
