Appointment to the Arts Council of New Zealand Toi Aotearoa - Creative NZ 
This letter seeks to consult with you on an upcoming appointment to the Arts Council 
of New Zealand Toi Aotearoa – Creative NZ (Council).  
The  Council  is  established  to  encourage,  promote,  and  support  the  arts  in  New 
Zealand for the benefit of all New Zealanders. It promotes the development of a New 
Zealand  identity  in  the  arts;  allocates  funding  to  projects  for  professional  and 
community arts; and upholds and promotes the rights of artists and the right of persons 
to freedom in the practice of the arts. 
Section 10(5) of the Arts Council of New Zealand Toi Aotearoa Act 2014 requires me 
to appoint at least two members to the Council that are qualified by their knowledge of 
the arts and the traditions or cultures of the Pacific Island peoples of New Zealand. 
This  section  of  the  Act  also  requires  consultation  with  you,  as  Minister  for  Pacific 
Peoples, before these members are appointed. 
The term of one such member,  Caren Rangi, expires on 21 March 2024. Ms Rangi 
was originally appointed as a member in 2014 and was appointed as Chair in 2021. I 
am writing to seek your views on my proposed appointment of Jannita Pilisi to replace 
Caren Rangi as a member of the Council for a full three-year term.

for  this  appointment  to  progress  through  Cabinet  at  the  Appointment  and  Honours

Please name where the nomination for Ms Janita Pillisi was made .DOIA24/073 stated “A list of 14 candidates was compiled
and one candidate was shortlisted and interviewed. Candidates were compiled by searching the Manatū Taonga register of
nominations, seeking nominations from Government population agencies and caucus colleagues. We received 18
nominations from the population agencies for positions on the Arts Council, including this position.” Was it a caucus



nomination, please provide all correspondence relating to it This includes any judgement in relation to her role as a National
Party Director.

Please make sure you including the decision making materials you received in relation to the appointment please and advice
on conflict of interest etc,. all information received pertaining to the appointment

as minister of pacific peoples you had to be consulted with on the appointment of Janita Pillisi to Arts Council. She replaces the
seats of member Caren Rangi. Member Rangi (Retired) was appointed under Section 10(5) of the Arts Council of New Zealand
Toi Aotearoa Act 1994 which two persons must be appointed under consultation with the Minister for Pacific Peoples, having
