Communications with Axiel
Thank you for your email, received on 20 June 2024, requesting communications with Axiell
about Archway under the Official Information Act 1982 (the Act).
You have requested:
Please supply all communications with Axiel that relate to the descriptions of the Archway
database and/or the data that was intended to become part of the Collections Search
database.
We sent an email to you on 25 June 2024 asking you to clarify what was meant by the word
“descriptions”. On 3 July 2024 we informed you that we were proceeding with your request
by interpreting “descriptions” to mean technical descriptions of the Archway database and
the data that was intended to become part of the Col ections Search database, and to let us
know as soon as possible if this was incorrect. On 10 July we informed you that the request
as it stood likely constituted substantial collation or research and asked you to narrow the
scope by 12 July. We have received no response to any of our emails to date.
We have identified over 2000 documents that may or may not be in scope of your request
per the definition above. We have assessed the work needed to assess this documentation
in order to collate the in-scope information as approximately 166 hours, or just over four
weeks, for one person to fulfil. This would interfere with the day-to-day statutory
operations at Te Rua Mahara and would delay other high priority work.
The cost of the resource required would not be reasonable to pass on to you as it would
cost over $6000, and neither fixing a charge or an extension of the timeframe for delivery of
the information would reduce the interference on other high priority work in order for the
request to be delivered in a reasonable time.

For these reasons, this request is refused under section 18(f) of the Act, that the information
requested cannot be made available without substantial collation or research.
