Tēnā koe Harvey Costner
Thank you for your email of 17 July 2024, requesting, information about:
•
How many people in New Plymouth city are receiving Work and Income
emergency housing.
On 18 July we emailed you a link to the Ministry’s publicly available information
on Emergency Housing data. On that same day you clarified your request and
asked for the following information:
•
Please provide a list of suppliers providing WINZ emergency housing in
New Plymouth city, including how many people they are each supplying
with emergency housing.
The below
Appendix provides the number of clients in the New Plymouth District
as at month end June 2024.
In order to protect client privacy, some values are suppressed and are
represented by ‘S’. The Ministry is unable to provide you with the exact number
as releasing this information is likely to risk identifying the individuals concerned.
As such, this information is withheld under section 9(2)(a) of the Act. The need
to protect the privacy of these individuals outweighs any public interest in the
information.
In addition, please note the names of registered suppliers are the name of the
supplier’s parent company, which isn’t always the same as the accommodation
itself. Registered suppliers providing accommodation in different locations may
have different trading names but receive payment as a single registered supplier.
On 21 July 2021 you emailed further and asked:
•
Is this information for New Plymouth city or New Plymouth district?
I can confirm the information provided is for the New Plymouth District.
I will be publishing this decision letter, with your personal details deleted, on the
Ministry’s website in due course.
If you wish to discuss this response with us, please feel free to contact
[MSD request email]. If you are not satisfied with my decision on your request, you have the right to
seek an investigation and review by the Ombudsman. Information about how to
make a complaint is available a
t www.ombudsman.parliament.nz or 0800 802
602.

Notes:
•
This is a count of clients in emergency housing as at month end.
•
Territorial Authority (TA) is estimated based on the clients address at the time of the grant.
It may not be the same as the address of the emergency housing provider.
•
Ungeocoded address records that are unable to be matched to a TA through suburb and
city details have an unknown TA.
•
To protect confidentiality the Ministry of Social Development uses processes to make it
difficult to identify an individual person or entity from published data.
•
These data tables have had random rounding to base three applied to all cell counts in the
table.
•
The impact of applying random rounding is that columns and rows may not add exactly to
the given column or row totals.
•
The published counts will never differ by more than two counts.
•
In certain circumstances, low numbers may potentially lead to individuals being identified.
Due to these privacy concerns, numbers for some categories of clients have been
suppressed.
•
Suppressed numbers have been replaced by an 'S'.
