I write in response to your request dated 17 July 2024, for information under the Of icial
Information Act 1982 (the Act). I have provided responses to each of your questions below.
How many individual contracts and consulting engagements have been awarded directly to
RCP Limited and JOHNSTAFF PROJECTS (NZ) PTY LIMITED, including those providing
professional services through the company or through individual employee contracts from
January 1, 2019, to 15 July, 2024?
I can confirm that Kāinga Ora – Homes and Communities has engaged with Johnstaff Projects
(NZ) PTY Limited (Johnstaff) through 12 contracts, and Resource Coordination Partnership Limited
(RCP) through 30 contracts.
Type of service generally provided by the consultant or contractor
The services provided to Kāinga Ora by Johnstaff and RCP included project management,
consultancy and advisory services. These services primarily related to infrastructure projects being
carried out by Kāinga Ora through its Large-Scale Projects. You can read more about our Large-

Budgeted vs final actual cost
The total amount for contracts with Johnstaff is $3,913,690. Kāinga Ora paid Johnstaf $3,862,427.
The total amount for contracts with RCP is $4,678,289.09. Kāinga Ora paid RCP $4,135,021.
Maximum hourly and daily rates charged
This information is withheld under section 9(2)(b)(ii) of the Act as making available the information
would prejudice the commercial position of the person who supplied or who is the subject of the
information.
Date of the contract
The 12 contracts with Johnstaff covered the period between 2020 and 2024. The 30 contracts with
RCP covered the period between 2019 and 2024, with some still in operation.
Date the work commenced
The services provided by Johnstaf and RCP commenced during the periods noted in the above
response.
Completion date
Refer to the ‘date of contract’ section above.
Whether tenders were invited; or if the company has been engaged directly.
These firms were selected due to their relevant specialist expertise, and in line with Government
Procurements Rules, which are available online at
