I refer to your email of 25 July 2024 to the Department of the Prime Minister and Cabinet requesting,
under the Official Information Act 1982, the following information:
1. Has the use of EMF been authorised for use in NZ?
2. Was EMF used during the protest in Wellington?
3. If used, for what duration was it used, and who authorised it?
On 8 August 2024, part 1 was transferred to the Ministry of Business, Innovation and Employment for a
response.
The transmission of radio waves (EMF under 300GHz) in New Zealand is controlled by the
Radiocommunications Act 1989 and Radiocommunications Regulations 2001. The legislation sets out that
any transmission must be done under the conditions of a licence or exemption.
No exemption or licence has been issued that would authorise transmission of radio waves that meets
the specifications for the purpose of crowd control.
