Thank you for your email on 2 August 2024, asking Health New Zealand | Te Whatu Ora for the
following under the Official Information Act 1982 (the Act):
“Please send me all documents relating to the first cashflow analysis from Health New Zealand.”
Response
Crown agencies such as Health NZ are statutorily required to prepare annual reports to monitor
their performance. Our annual report provides government and the public with a substantive report
on how Health NZ has progressed with achieving our objectives and how we use our funding.
Prior to the establishment of Health NZ, on 1 July 2022, the Annual Report was published by
Manatū Hauora – the Ministry of Health and by individual District Health Boards.
Health NZ’s inaugural annual report covered the period 1 July 2022 to 30 June 2023 and is publicly
available on our website:

Health New Zealand | Te Whatu Ora. Information relating to Health NZ’s cashflow analysis as well as other details relating to our
financial performance for the 2022/23 financial year are included within this report. Therefore, your
request for this information is refused under section 18(d) of the Act on the basis that the
information is publicly available.
Health NZ can advise that the 2023/24 Annual report is expected to be published on our website
by the end of November 2024.
In addition, Health NZ is preparing to proactively release a large number of documents (financial
reports, briefings, aide mémoires, and letters etc.) which will provide additional transparency
around the awareness and management of our financial position for the 2023/24 financial year.
We expect to be able to release these documents in the coming weeks.

Specific comments to consider when reviewing the documents:
Some information within these documents has been withheld under the following sections of the
Official Information Act (the Act):
• 9(2)(a) – to protect the privacy of natural persons, including that of deceased natural
persons
• 9(2)(b)(ii) – to protect information where the making available of the information would be
likely unreasonably to prejudice the commercial position of the person who supplied or who
is the subject of the information
• 9(2)(f)(iv) – to maintain the orderly and effective conduct of executive government decision
making processes
• 9(2)(g)(i) – to protect free and frank expression of relevant staff, ensuring they are able to
convey their unguarded opinions in future, which is a core part of their role
• 9(2)(j) – to enable Health NZ to carry on, without prejudice or disadvantage, negotiations
(including commercial and industrial negotiations).
Where we have withheld information under section 9 of the Act, we have also considered any
countervailing public interests in the release of this information. We do not believe that the public
interests outweigh the need to withhold, in this instance.
Some information has also been withheld under section 18(d) as it is already publicly available.

There are also instances where we have chosen to provide an excerpt of a document under
section 16(1)(e) of the Act. This has been utilised where large parts of a document would have
been redacted as they did not contain financial information.
