Thank you for your email of 12 September 2024 to the Department of the Prime Minister and
Cabinet (DPMC) requesting the following under the Official Information Act 1982 (the Act):
Dear Department of the Prime Minister and Cabinet, Your factsheets at
https://www.dpmc.govt.nz/our-programmes/government-targets on the nine
Government Targets have charts showing historical information for each target. Can I
have the data that each chart is based on please.
On 18 September 2024, your request was partially transferred to the Ministry for the
Environment (the Ministry) under section 14(b)(i ) of the Act, as the part of the request
relating to Government Target Nine is more closely connected with the functions of the
Ministry.
The Climate Change Chief Executives Board is responsible for approving Target 9 reports
prior to sign-off by the Minister of Climate Change. The Climate Change Chief Executives
Board Unit (the Unit) is responsible for preparing Target 9 reports.
The Unit confirms the Target 9 chart you have requested information on uses data
combining gross emissions from the Greenhouse Gas Inventory and forestry removals from
the Emissions in New Zealand Model (ENZ) second Emissions Reduction Plan (ERP2)
baseline to calculate net emissions for 2019 to 2022. From 2023 onwards, net emissions are
based on ENZ ERP2 interim projections. These projections are available from the ERP2
discussion document technical annex.
Three documents are in scope of your request, as listed below:

• ERP2 Discussion document technical annex
• Greenhouse gas inventory
The Unit is refusing all three documents in scope of your request in full, under section 18(d)
of the Act, as the requested information is publicly available. The documents related to the
