Thank you for your email on 10 December 2024, fol owing your previous request (HNZ00066689)
and asking Health New Zealand | Te Whatu Ora (Health NZ) for the fol owing under the Official
Information Act 1982 (the Act). Please note that an acknowledgement of this request was sent to
you on 12 December 2024:
I note in your response that you have only answered half of the question. Your response
notes that I was seeking total salary information for Tier 1, 2 and 3 management staff and
Commissioner and Deputy Commissioner roles as at 1 July 2024 and as at 25 September
2024.
Your letter only details the value as of 30 September and not 1 July. Please could you
provide the value as of 1 Jul 2024 in order to complete this request
Response
We acknowledge that your request for data as at both dates, 1 July 2024 and 25 September 2024,
was not responded to in ful and only 30 September 2024 data was provided. Please note that we
are unable to provide data as at the exact dates requested, but we can provide it as at the end of
each quarter. As such, your request is refused under section 18(g) of the Act, as the information as
at the requested dates is not held. However, this response provides you with data as at 30 June
2024, and reiterates our 30 September 2024 data so it is together in a helpful and fulsome response.
We reiterate that we have interpreted your request as seeking information on total salary expenditure
for Tier 1, 2 and 3 management staff and Commissioner and Deputy Commissioner roles as at the
June and September 2024 quarters.
The below payrol data provides estimated total annual base salary spend for Tiers 1-3 as at 30 June
and 30 September 2024. These estimated amounts include the salary of the Health NZ Chief
Executive but excludes the fees paid to the Health NZ Commissioner and Deputy Commissioners.
The total annual base salary spend for Tiers 1-3, as at 30 June 2024, is estimated to be
$41,447,797.
The total annual base salary spend for Tiers 1-3, as at 30 September 2024, is estimated to
be $48,557,344.35.
We can only provide an estimated amount as our payrol systems do not clearly identify whether a
particular role is at Tier 2 or Tier 3 level as these classifications do not exist in payrol data. We have
matched payrol information with management reporting lines in our organisational structure to
produce the above estimate. However, there have been many changes in personnel across Health
NZ and these changes in management structures may not have been reflected at the time of our
analysis.
In some rare instances, where no clear salary information is easily identifiable such as for
secondments or contractors, we have used December 2023 salary data, original salary in the case
of secondments, and an average of salaries for comparable roles.
Note that remuneration packages paid to chief executives across the public sector, including
information for our Chief Executive, Margie Apa, has been published by Te Kawa Mataaho Public

The fees paid to the Commissioner and Deputy Commissioners are publicly available at
