Thank you for your email of 27 September 2024 in which you request the following under the
Official Information Act 1982 (OIA):
‘1) Whatever final report or guidance Peters signed off on to spend NZ taxpayer money via
less efficient agencies less expert in helping the victims of zionism.
2) The terms of reference/brief and any feedback provided to those who prepared the
proposed decision.’
To address urgent humanitarian needs, New Zealand has announced 5 tranches of support to the
humanitarian response to the Israel-Hamas conflict, totalling NZ$22 million. You can find the
approved ministerial submissions relating to tranches 1 through 3 on the Israel-Hamas Conflict
page of the Ministry of Foreign Affairs and Trade’s (the Ministry) website:
www.mfat.govt.nz/en/countries-and-regions/middle-east/israel-hamas-conflict. The ministerial submissions covering humanitarian support tranches 4 and 5 will shortly be
proactively released on the Ministry’s website. Accordingly, the first part of your request is
refused under section 18(d) of the OIA, as the information is, or will soon be, publicly available.
We have interpreted your request to be ‘terms of reference/briefing’, or feedback provided by the
Minister of Foreign Affairs in relation to the 2 February 2024 announcement on funding for the
humanitarian response to the Israel-Hamas Conflict. This funding submission is available on the
Ministry’s website at the link provided above. Other than the Minister’s approval, no other terms
of reference/brief or feedback was provided. Accordingly, the second part of your request is
refused under section 18(e) of the OIA, as the information requested does not exist.
