As discussed on Thursday we have drafted  possible terms of reference for the proposed review .
 
We have tried to follow standard officials language and the ToR are in two parts – those for the
 ACT 1982
review and those for the panel. We have also tried to use language that is constructive. s9(2)

I am following up on some  names as discussed and should be able to revert by Tuesday
morning. I have also emailed the two overseas possibilities to explore their availability and
interest.

recommendations are self-evident, but I have provided below some additional comments
that may be of assistance.
 
111 Recognising the system is in poor shape and needs significant change and
reinvestment. We remain uncompetitive in an increasingly technological driven
