Official Information Act request: Stars Flight Ltd
Thank you for your Official Information Act 1982 (the Act) request, received on 3 October
2024. You requested:
“1. Please provide all notes and correspondence including calls, texts, emails, and
documentation including communications between other Ministers and Government
agencies and instruments of the Crown, from 2 May 2024 to date, regarding the
decision of your Office, that it will not consider the proposal for a Transparent
Democracy system, submitted 2 May 2024 by Stars Flight Limited.
2. Please provide all notes and correspondence including calls, texts, emails, and
documentation including communications between other Ministers and Government
agencies and instruments of the Crown, from 1 August 2021 to date, regarding the
decision of the previous Prime Minister's Office regarding a proposal for New Zealand
regarding the Transparent Democracy system, submitted 1 August 2021 by Stars Flight
Limited.”
The Prime Minister’s Office can only respond to your request with information we hold from
27 November 2023, when Prime Minister Luxon received his Ministerial Warrant.
In relation to part [1] of your request please find attached the relevant correspondence.
Some information is withheld under section 9(2)(a) of the Act, to protect personal privacy.
As your request captures both former Prime Ministers Jacinda Ardern and Chris Hipkins part
[2] of your request was partially transferred to the Department of Internal Affairs (DIA) under
section 14(b)(i) of the Act. You will hear directly from DIA with anything they may hold. This
office does not hold anything additional that is relevant to part [2] of your request therefore it
is refused under section 18(g) of the Act.
If you are seeking information that you believe may be held by another Minister, you may
wish to consider making a request direct to that Minister (if you have not done so already).

the Act. No public interest has been identified that would be sufficient to outweigh the
reasons for withholding that information.
