Transparent Democracy System Proposal from Stars Flight Limited to Cabinet .msg
Hey 9(2)(a)
I have had a read of the documents and are struggling to find the link to Minister for the Public Service other than the person has
referenced three government agencies in his trial document.
We think the best course of action is for MBIE to respond from a government procurement rules perspective and provide an
explanation of how the process works  .
Your thoughts on this approach??

Hi – I hate to do this to you, but this email has come round full circle, and as you see  Minister Nash’s office think that it’s for your
Minister as State Services.
Are you okay taking it?
Thanks

Hi 9(2)(a)
Thanks for your email.  I sought advice from our Pvt Sec as I wasn’t sure of which portfolio this feel under.  Her response was: “The
proposal might fall under the public service/state sector portfolio which is Minister Hipkins. If they don’t accept I can send this onto
MBIE”.

If you’d like me to pursue this with MBIE – I can do.
Thanks.

Hi – the original email from 9(2)(a)

We referred it to the Covid-19 Response Minister, who also had received a copy. Unfortunately they meant to transfer their copy
to your office but it was overlooked in the huge amount of correspondence they’ve had.

Hi 9(2)(a)
Would someone from the NZGP team be able to contact 9(2)(a)
, as per below from the
MO (his contacts are in the attached)? His is a proposal aimed at government procurement. BRM
MinServ could draft a response in the meantime, based on the outline suggested by 9(2)(a)earlier
today:
This is an HR firm seeking government procurement. It requires a response from Minister for
ERD that says:

Official
1. Thanks for your offer.
2. Ministers do not get involved in operational decisions for government agencies.
3. GETS is the government site for procurement, including HR services.

the  1982
We shouldn’t be offering any further advice on how to engage with government agencies and
seeking procurement opportunities.

Cheers

Hi 9(2)(a)

Thanks for sending through. Had a brief look at this proposal – it strictly speaking doesn’t touch
on ERD. As their proposed “pilots” seem to focus on Police, Early Education and Ministerial
Services, perhaps Minister Hipkins’ office in his capacity as Minister for Public Service might be
best placed to respond?

Through this system, Government procurement advisors will be able to evaluate and consider
your offer.
It is recommended that you consider submitting your proposal through this system. Our office
will not be responding further on this topic.
