Thank you for your request of 7 October 2024 to Fire and Emergency New Zealand, requesting 
information relating to our leased white fleet programme. Your request has been considered 
under the Official Information Act 1982 (OIA) and our response is below. 
 
1.  Given Fire and Emergency’s current financial uncertainty regarding funding has FENZ 
assessed its white fleet lease program? 
 
Fire and Emergency regularly reviews our lease fleet with our lease fleet provider. 
 
2.  How many white fleet vehicles are over on their leased mileage and/or age, will FENZ have 
to pay penalties to the lease company for these breaches, and has FENZ taken into account 
lower resale from these vehicles into their leased program? 

 
Currently we have 72 vehicles which are past their lease expiry date and over the lease mileage, 
and 13 vehicles which are past their lease expiry date but not over their lease mileage. There are 
18 vehicles over their lease mileage but not past their lease expiry date. While we usually aim to 
renegotiate leases within the planned timeframes, this is not always possible, and these numbers 
are temporarily higher than usual. There are no material impacts on operations or safety because 
of this backlog. 
Generally, Fire and Emergency works with the lease company to extend leases, change the lease 
mileage, or return the vehicles, so that we are getting the best vehicles to meet our needs. 
 
3.  Does FENZ have plans to replace its White Fleet with Hybrid/EV technology? 
 
Fire and Emergency is following a government directive to acquire vehicles with the lowest 
emissions that meet operational requirements. You can find more information about the directive

We are working through confirming the operational requirements for each vehicle user. Once 
complete, we will acquire vehicles which meet those requirements, and these are likely to be 
hybrid or electric vehicles in many cases.
