Official Information Act request: Crown funding of Inaia Tonu Nei
Thank you for your email of 8 November 2024 to Crown Law requesting, under the Official
Information Act 1982 (the Act), information regarding Inaia Tonu Nei funding. On 18
November 2024, part two of your request was partially transferred to the Ministry of Justice
(the Ministry) for response. Specifically:
Clarification of any Crown funding of Inaia Tonu Nei, whether through Ministry of
Justice, the Crown or Crown Entity.
In response to your request, in December 2020, the Ministry entered into a Conditional Grant
Agreement to support Ināia Tonu Nei in establishing a dedicated team to contribute to
initiatives across the justice sector. The agreement provided a framework for the Ministry, on
behalf of the Justice Sector Leadership Board and Ināia Tonu Nei, to work collaboratively on
improving justice outcomes for Māori that are overrepresented in the justice system. To date,
the total funding provided to Ināia Tonu Nei was $3.22 million, with the last allocation
provided in June 2023.
The work undertaken includes a range of initiatives, including those aligned with the Ministry
as well as the Justice Sector, including:
• the Justice Sector Long-Term Insights Briefing in 2021, and this information is publicly
available at:
5433 (2023). Chris Penk to the Minister of Justice - New Zealand Parliament
• examples of other work Ināia Tonu Nei have contributed to can be found on their website
at:

During the Budget 2022 process, the Justice cluster successfully sought $6 million in further
funding (over four years) to continue supporting Ināia Tonu Nei to work with the Justice
Sector Leadership Board to improve justice sector outcomes for Māori. However, none of
this funding was allocated to Ināia Tonu Nei. As part of the savings initiatives, the funding
was returned in full in Budget 2024. More information about this is publicly available on the
Treasury website through the Budget 2022 and Budget 2024 processes. You can find the
details at:
