Thank you for your email on 15 November 2024, asking Health New Zealand | Te Whatu Ora for
the following under the Official Information Act 1982 (the Act):
“Can you please provide details of the reporting requirements placed on the two IMPBs in
the South Island and a copy of those reports".
You have not provided me with the details of the reporting requirements. I assume there
are contracts, milestones and reporting obligations. These details should be provided,
along with reporting provided by the IMPBs to Health New Zealand.”

To provide you with further context in terms of your request. In order to be recognised, iwi Māori
partnership boards (IMPBs) were required to meet the criteria set out in section 31 of the Pae Ora
(Healthy Futures) Act 2022 (Pae Ora Act).
Te Waipounamu IMPBs were in the second tranche of IMPBs to progress to recognition under the
Pae Ora Act. On 27 July 2023, following the execution of the Order in Council, they received
recognition and were added to schedule 4 of the Pae Ora Act.
You have not provided me with the details of the reporting requirements. I assume there
are contracts, milestones and reporting obligations. These details should be provided,
along with reporting provided by the IMPBs to Health New Zealand.”
The reporting requirements for Te Waipounamu IMPBs were to meet the criteria for recognition
under section 31 of the Pae Ora Act. The reports attached in appendix two the 15 November 2024
response set out the requirements and the IMPBs progress / report against these.
As you may be aware, the Māori Health Authority | Te Aka Whai Ora was disestablished on
30 June 2024. The Māori Health Authority functions (including IMPB related functions) and kaimahi
transferred to Health NZ on 31 March 2024.
The Pae Ora Act was also amended to reflect the disestablishment and a change in IMPB
responsibilities. IMPBs wil be facilitated to do more, including playing an important role in
monitoring how well health care and services are working at the local level in support of better
outcomes for whānau and communities.

Given the changes to the Pae Ora Act and the increased role of IMPBs, Health NZ needs to align
the contracts with the new IMPB deliverables.
The first step for IMPBs is to deliver a Community Health Plan (CHP) for their IMPB area. Our
expectation is once the CHPs are approved, contract variation discussions will take place in the
new year. These discussions will determine the milestones, deliverables, reporting requirements in
line with each IMPBs CHP.
One of our Health NZ functions is to support IMPBs to succeed and these reporting requirements
wil help us ensure we are doing the best we can to achieve that.
