Thank you for your email of 18 October 2024, requesting copies of the design
documents relating to the traffic light system implementation, including
requirements, test plans and disability or human rights assessments.
I have considered your request under the Official Information Act 1982 (the Act).
Please find my decision on each part of your request set out below.

Please provide the technical high level and low level design documents
relating to the traffic light system implementation that launched on 12
August 2024.

Also please provide the requirements and test plans of the implementation
of the system.

You have advised you did not need names and contact details of Ministry staff.
As such, this information is redacted as out of scope of your request.
You will note that the information regarding some individuals is withheld under
section 9(2)(a) of the Act in order to protect the privacy of natural persons. The
need to protect the privacy of these individuals outweighs any public interest in
this information.
Some information is withheld under section 9(2)(b)(ii) of the Act as, if released, it
would be likely to prejudice the commercial position of the person who supplied or
who is the subject of the information. The greater public interest is in ensuring
that the commercial position can be maintained.

assessment against the implementation of the traffic light system.

assess the Social Security Amendment Bill for its consistency with the Bill of Rights
Act prior to its introduction.
Once the Bill is introduced, MOJ will then publish its advice on their website. If the
Bill appears to be inconsistent with the Bill of Rights Act, the Attorney-General will
also present a report in Parliament under section 7 of the Bill of Rights Act.
In addition, legal advice was provided relating to NZBORA considerations. This
advice is withheld under section 9(2)(h) of the Act in order to maintain legal
professional privilege. The greater public interest is in ensuring that government
agencies can continue to obtain confidential legal advice.
I will be publishing this decision letter, with your personal details deleted, on the
Ministry’s website in due course.
