Thank you for your email of 18 October 2024 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following information:
Please can you provide the actual total annual turnover passed electronically through New
Zealand banking networks including credit card facilities and direct banking means for:
1/ Incoming money received into New Zealand.
2/ Money exported from New Zealand.
3/ Money exchanged between any two parties within New Zealand, split by personal
and business transactions. (For example "Personal" would be transferring money from one
personal account holder to another personal account holder. "Business" would be involving a
business or non personal account as sender or receiver).
4/ Government and Council transactions separated out from the rest.
Where estimates are used please supply the estimation formula.
If possible:
4/ Total estimated cash transactions, ie withdrawals from cash machines or declared cash
transactions.
MBIE does not hold the information requested and therefore I am refusing your request under section
18(g) of the Act, that the information requested is not held by the department or venture or Minister of
the Crown or organisation and the person dealing with the request has no grounds for believing that the
information is either—
(i)
held by another department (for itself and for a departmental agency hosted by it or an
interdepartmental executive board serviced by it) or interdepartmental venture or Minister
of the Crown or organisation, or by a local authority; or
(ii)
connected more closely with the functions of another department (for itself and for a
departmental agency hosted by it or an interdepartmental executive board serviced by it) or
interdepartmental venture or Minister of the Crown or organisation or of a local authority:
In the course of making this decision, we consulted with the Reserve Bank of New Zealand, Statistics NZ,
Inland Revenue, NZ Police and The Treasury. All of these agencies have confirmed they do not hold the
detailed breakdown of ‘annual turnover passed electronically through New Zealand banking networks’.
