Thank you for your email of 31 October 2024 to the Ministry of Education (the Ministry) requesting
the fol owing information:
Could you please provide information regarding students accessing the Ongoing Resource
Scheme (ORS) and High Health Needs (HHN) services enrol ed in schools in the Taranaki
region, inclusive of those accessing state-integrated, fundholder, faith-based, private and
other methods.
If the fol owing breakdown could be provided:
Number of children total
Sub-regional y, North Taranaki, South Taranaki:
Number on (ORS) VHN, HN and HHN
Number of children by age 5 through 21
The overal , total number of children enrol ed in schooling in Taranaki.
Your request has been considered under the Official Information Act 1982 (the Act).
The Ministry does not hold this data broken down to the level of detail requested. I am therefore
refusing your request under section 18(g) of the Act, as the information requested is not held by
the Ministry, and I have no grounds for believing it is either held by, or connected more closely with
the functions of, another department or organisation subject to the Act.

We do however, hold this data broken down by Education Region, which covers the Taranaki,
Whanganui, and Manawatū regions. I am releasing this information to you as Appendix A, set out
in three tables as fol ows:
Total number of children eligible for the ORS Very High Needs (VHN), ORS Highest Needs
(HN), and the School High Health Needs Fund (SHHNF)
Total number of children eligible ORS and SHHNF broken down by ages 5 through 21
Overal total number of children enrol ed in schooling in the Taranaki, Whanganui, and
Manawatū Education Region.
A breakdown of total students for New Plymouth, Stratford and South Taranaki can also be found
on our Education Counts website here: https://www.educationcounts.govt.nz/__data/assets/file/

not comparable to the data provided for ORS and SHHNF.
