Thank you for your Official Information Act 1982 (OIA) request dated 3 November 2024. 
Please find below a response to each of your questions. 
1.
What is the correct domain or URL for Police to access the IRT please?
The URL you have been provided is correct.
2.
Perhaps not using a VPN is outdated and the tool now requires access from within a
firewal ? If this is the case then I would like to know if true. I assume this VPN is
loaded onto al  Police mobile phones and computers is that true?
Police are unable to provide details requested because it would expose Police to an 
unacceptable level of security risk in doing so. As such, this part of your request is 
withheld under the following sections of the OIA: 

6(a): the making available of that information would be likely to prejudice the
security or defence of New Zealand

6(c): the making available of that information would be likely to prejudice the
maintenance of the law, including the prevention, investigation, and detection of
offences, and the right to a fair trial

9(2)(a): to protect the privacy of natural persons

9(2)(ba)(i): where the making available of the information would be likely to
prejudice the supply of similar information, or information from the same source,
and it is in the public interest that such information should continue to be
supplied.
In respect of your comment that you could perform “a long-running brute-force 
discovery attack”, such an action may contravene the Computer Misuse Act 1990. 
Police would take any such action seriously and strongly advise you not to do this. 
3.
Final y, is there any API for public access to unit level rea-time or frequently updated
data regarding Missing Children?
There is no publicly accessible portal or API which Police publish with details of missing 
children. 
Police considers the interests requiring protection by withholding the information are not 
outweighed by any public interest in release of the information.
