Thank you for your request of 5 November 2024, to Fire and Emergency New Zealand requesting
the following information under the Official Information Act 1982 (OIA):
1. I would like to obtain information regarding deployable appliance requirements for
structure fires, across zones for alarm levels in Auckland.
a. If you could also refine the meaning of 'zones' (what is it?). As is mentioned in other
FYI requirements.
b. Is there a map of these zones?; and
c. How many zones in Auckland?
Thank you for clarifying your request on 28 November 2024, confirming the following:
1. You are seeking the types of appliances deployed for each alarm level for a structure fire in
Auckland.
2. You refer to the mention of zones in case 13591 and would like their definition for both the
Whangarei Region and Auckland Region.

Appendix One to this response, the number and types of appliances
deployed at each alarm level across the Auckland City District.

Breathing Apparatus (BA) tender - supplies extra BA units and capable of

refilling used units to maintain ongoing supply of breathing apparatus to
responders.
Ensures we can maintain a longer duration event by providing food and drink

for personnel.
Carries multiple lengths of hose and is used to bring water from further
Hose Layer
afield to ensure adequate water supply to fire ground.
The definitions of the types of zones do not change per region. Please see the table below for the
types of zones we have nationwide and their definitions:

Definitions
This is the administrative boundary of each station.
They determine which station has accountability for
First Response Area (FRA)
the risk assessment of buildings, determining
response requirements, etc.
The base level zone for response planning which
Emergency Service Zones (ESZ)
breaks up an FRA into segments for administration
and/or response planning.
These are typically small and cover a response area
with different needs to the ESZ it is within. (e.g. a
Special Response Zones (SRZ)
location that may have hazardous materials in
storage).
For planning responses to incidents on motorways
Road Segment Zones
and long road segments to provide for responses
from two directions.
Please find attached, as
Appendix Two to this response, a map of the Auckland City District zones.
For the Auckland City District there are 104 ESZ zones, 7 different appliance types and 5 alarm
levels. Stations work with their Group Manager to agree the optimal Pre-Determined Attendance
(PDA) for that stations ESZs.
Please note: no single station has 7 appliance types, so the PDA only determines which type of
appliance is required, not which specific appliance responds. This is determined on the day in the
Communication Centre systems by finding the closest/next preferred appliance of the required
type based on where the incident is and what appliances are available (not on another call or off
station or otherwise unavailable).
