Response to your request for official information Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of
Health – Manatū Hauora (the Ministry) on 6 November 2024 for information regarding the last
hui of Ashley Bloomfield before the establishment of Health New Zealand – Te Whatu Ora. You
requested:
“Can I please request a copy of transcript of the last hui of Dr A Bloomfield before Health
NZ came into existence. Please ensure that Q & A section also being included.
I would also request the video, if it was at all recorded.”
On 11 November 2024, the Ministry contacted you to clarify if your request was referring to Dr
Ashley Bloomfields final
all-staff hui? On the same date you replied:
If that includes the staff that were forced/made to move to Health NZ when it was created
out of MOH and other entities then yes, that’s the one I requested.
On the 12 November 2024 the Ministry contacted you for further clarification asking:
Could you please clarify if "last hui of Dr A Bloomfield before Health NZ came into
existence" is referring to mid-2022 when Health New Zealand – Te Whatu Ora was
established or 2021 when the Interim Health New Zealand organisation was setup?
On the same date, you replied:
I am after the transcript when there was no Te Whatu Ora. Should have been before 1
July 22 when Health NZ was created.
Please find attached a copy of the video recording of the Ministry's all staff hui on 14 June 2022.
This was the all-staff hui closest to 1 July 2022.
An official transcript of the video is not held by the Ministry. Therefore, your request for a
transcript is refused under section 18(g)(i) of the Act as it is not held and would need to be
created. While the Act allows New Zealanders to ask for information from Ministers and
government agencies, there is no requirement for agencies to create new information, compile
information they do not hold or provide or prove an opinion. Please note that any auto-
