This letter provides a formal decision on your request under the Official Information Act 1982 (OIA).
The decision
The information you have requested is attached at Appendix One. We note there is quite an amount
of duplication within the documents due to the repeat of some individual emails within resulting
email threads; for completeness we have not removed any duplicates.
Kaimahi (staff) names, titles, and contact details have been withheld from the emails under section
9(2)(a) of the OIA to protect the privacy of natural persons. We do not believe the need to withhold
this information under section 9 of the OIA is outweighed by the public interest in its release at this
time.

While we appreciate this initial clarification, we still require more detail in order to carry
out a search with the relevant teams at Whitireia and WelTec for reports of any reviews
carried out within scope.
There are at least 11 nursing programmes, 3 Paramedicine programmes and XX
midwifery programmes available at Whitireia and WelTec over the last year. Each of
these programmes had a wide number of courses running throughout the year.
We need to know what you mean by reviews during that time.
If you do not know the title of the specific review, please can you tell us what the review
was?
For example, was it a review of whether to keep certain courses contained within a
programme; a review of whether to keep running a programme; a review of the contents
of a specific course within a programme, or something else?
Again, the more detail you can provide the better.

division of Te Pūkenga. Whitireia and WelTec do not deliver midwifery.
We must therefore refuse your request under section 18(e) of the OIA as the “document alleged to

Thanks for this, but to assist me further, if I look at your website here:
www.whitireiaweltec.ac.nz/study-programmes/health/ I see that there are 11 programmes
under Nursing and 3 programmes under Paramedicine that are available next year. I couldn’t find
anything under midwifery…

Noting his original request was for:

Presuming a similar number of programmes ran this year, as is on offer for next year, I have
drafted the initial wording below to go back to him with, but please can you add further detail to

While we appreciate this initial clarification, we still require more detail in order to carry
out a search with the relevant teams at Whitireia and WelTec for reports of any reviews
carried out within scope.
There are at least 11 nursing programmes, 3 Paramedicine programmes and XX
midwifery programmes available at Whitireia and WelTec over the last year. Each of

We need a definition of "reviews" and we have broad discipline areas not programmes
which makes it a problematic OIA to respond to. That is the required clarity. Also confirming

On 23 October my office wrote to you seeking clarification on your request. As advised, there are
numerous health programmes and courses taught across Te Pūkenga. Noting your specific reference
to Unitec, Whitireia and WelTec, we asked you to detail the titles and dates of the specific reports
you were interested in.
You kindly clarified your request on 24 October with the fol owing:

This letter provides a formal decision on your request under the Official Information Act 1982 (OIA).
The decision
Whitireia  and  WelTec  have  not  undertaken  any  specific  formal  kaimahi  (staffing)  nor curricula

reviews of the 11 programmes in nursing and three  paramedicine programmes  offered  (refer to
www.whitireiaweltec.ac.nz/study-programmes/health/)  within the last year  whilst  a business
division of Te Pūkenga. Whitireia and WelTec do not deliver midwifery.
We must therefore refuse your request under section 18(e) of the OIA as the “document alleged to
contain the information requested does not exist”.
