Dear Ms Sharp,

Official information request for a list of all public facing CCTV and all Automatic
Number Plate Recognition (ANPR) cameras owned or operated by Dunedin City
Council (DCC) and Council Controlled Organisations (CCOs).
I refer to your official information request dated 25 November 2024 for:
1. A list of all public facing CCTV cameras owned or operated by Dunedin City Council
(DCC) and Council Controlled Organisations (CCOs) where possible.

2. A list of all Automatic Number Plate Recognition (ANPR) cameras owned or
operated by DCC and CCOs where possible.

For each camera identified by requests 1 and 2, please include in a spreadsheet the
GPS coordinates, a description of the location, and the brand and type of camera (e.g.
Axis PTZ 360).

3. A list of all planned public facing CCTV cameras to be installed by or on behalf of
DCC and CCOs where possible.

4. A list of all planned ANPR cameras to be installed by or on behalf of DCC and CCOs
where possible.

For each camera identified by requests 3 and 4, please include in a spreadsheet the
GPS coordinates of and/or a description of the planned location, the brand and type of
camera (e.g. Axis PTZ 360) to be installed, and the planned installation date or
timeframe if known.

Your request was transferred in part to Dunedin City Holdings Limited (DCHL)
insofar as it relates to Council Controlled Organisations (CCOs) within the DCHL group. We
received your request on 27 November 2024.
Part of the information you have requested is below. However, parts of the information
requested have been withheld pursuant to sections 6(a), 6(b), 6(c), 7(2)(d) and 7(2)(e) of
the Local Government Official Information and Meetings Act 1987.

Dunedin Stadium Property Ltd (DSPL) – cameras relating to Forsyth Barr Stadium are
listed as above with DVML.

Dunedin Railways Ltd (DRL) has provided images as below:

Aurora Energy Ltd operates cameras at several of its network substations. While some of
these cameras have Automatic Number Plate Recognition (ANPR) capability, this functionality
has not been activated, and Aurora Energy does not operate any cameras with ANPR enabled.
Details regarding the number, location, and brand of cameras owned and operated by Aurora
Energy are withheld under the following provisions of the Local Government Official
Information and Meetings Act 1987 (LGOIMA):
• Section 6(a): to prejudice the security or defence of New Zealand or the international
relations of the Government of New Zealand
• Section 6(b): to prejudice the entrusting of information to the Government of New
Zealand on a basis of confidence by—
(i) the Government of another country or an agency of that Government; or
(ii) any international organisation (as defined in section 2(1) of the Official
Information Act 1982)

Additionally, subject to sections 6, 8, and 17, this section applies if, and only if, the
withholding of the information is necessary to the following provisions under section 7(2) of
LGOIMA:

•  (d) avoid prejudice to measures protecting the health or safety of members of the
public
•  (e) avoid prejudice to measures that prevent or mitigate material loss to members of
the public
The cameras are owned and operated in accordance with Aurora Energy's Information
Disclosure Policy and are used to ensure the security of buildings, people, and property.

Dunedin International Airport Limited (DIAL) refuses to provide a list of all public-facing
CCTV and Automatic Number Plate Recognition (ANPR) cameras owned or operated by
Dunedin City Council (DCC) and its Council-Controlled Organisations (CCOs). This refusal is
made under the Local Government Official Information and Meetings Act 1987 (LGOIMA) for
the following reasons:

•  Section 6(a): to prejudice the security or defence of New Zealand or the international
•  relations of the Government of New Zealand
•  Section 6(c): to prejudice the maintenance of the law, including the prevention,
investigation, and detection of offences, and the right to a fair trial

Disclosure of this information would impact operational and aviation security and safety,
noting that refusal under section 6 grounds does not require consideration as to whether the
interest in withholding is outweighed by countervailing public interest considerations.

The following reasons for withholding official information also apply in order to:

•  (d) avoid prejudice to measures protecting the health or safety of members of the
public
•  (e) avoid prejudice to measures that prevent or mitigate material loss to members of
the public
DIAL believes that these reasons further support the withholding of the requested
information, as the public interest in disclosure is outweighed by the need to maintain
security and safety.

The following subsidiaries have confirmed they do not own or operate any public-facing
CCTV or ANPR cameras:

Delta Utility Services Ltd
Dunedin City Treasury Ltd

As we have withheld information, you have the right to seek an investigation and review by
the Ombudsman of this decision. Information about how to make a complaint is available at
