Dear Hamish
I acknowledge your Official Information Act 1982 (OIA) requests of 28 November 2024 in
which you ask:
1. Could you please provide me locations of al ANPR cameras which are currently in
the South Island of New Zealand. If you could sort this via districts that would be
very helpful.
2. Could you please provide me locations of al ANPR cameras which are currently in
the North Island of New Zealand. If you could sort this via districts that would be very
helpful. Please provide the address and GPS coordinates.
3. Could you please provide me with all partners in the South Island who you share
information with via the Auror, VGrid and SaferCities software. EG: If you could sort
this via districts that would be very helpful. Please provide the address and GPS
coordinates.
Your three separate requests have been consolidated into one OIA and are al addressed
with this response.
Police has access to several platforms that provide ANPR information for the detection,
prevention and investigation of crime or harm. The cameras themselves are owned,
operated, and maintained by retailers, public organisations and councils. Police does not
maintain a current list of the cameras or their locations. As the information does not exist,
this part of your request is refused under section 18(e) of the OIA.
Police owns a small number of its own ANPR cameras, some of which are on police vehicles
distributed across the 12 policing districts, and up to two dozen are in stationary and fixed
locations. The locations of these cameras are withheld pursuant to section 6(c) of the OIA as
the disclosure of this information would be likely to prejudice the maintenance of the law.
With respect to the sharing of information by Police via Auror and SaferCities (noting that
vGrid is the platform used by SaferCities), no information is provided to any of the third
parties involved and they are not considered ‘partners’ in this context. Any agreement or
contract for supply of information or services is between the individual organisation and
Auror or SaferCities. Police is not a party to these agreements and does not have access to
the relevant contracts. As this information does not exist within Police, this part of your
request is refused under section 18(e) of the OIA.
