Thank you for your email dated 18 December 2024 to Te Kaunihera o Pōneke | Wellington City
Council (the Council) requesting the fol owing information:

Provide all documentation in the planning and implementation process that would have
considered emission rates for the development of the cycle ways.
Your request has been considered under the Local Government Official Information and Meetings Act
1987 (LGOIMA). As per my email dated 7 February 2025, we extended the request to finish preparing
our response. Please see below response to your request.
The Council’s updated Programme Business Case appendix 7, outlines the methodology and key
assumptions used for the benefits and CO2 assessments for the Wellington Bike Network Plan. Note
that the estimation of emissions savings is dependent on assumptions about the uptake of cycling
infrastructure, and what previous transport behaviour is being replaced. Our assumptions on take-up
were intentionally conservative to not over-sell the benefits of the network. And it’s worth noting
that cycling is unlikely to replace walking, so it is expected that most shifts to cycling wil have lower
emissions than the transport behaviour being replaced (travelling by bus or car).
Table 8 on page 33 of the same documents also provides total emissions (tones CO2) for Wellington
City suburbs over the evaluation period.
