1.  Recommendations 
The Traffic Control Committee, in accordance with its delegated authority, and being of 
the opinion that these controls are a justified limitation on the right to freedom of movement 
on roads which wil  not unduly impede vehicular traffic using the road, resolves: 
A. 
That pursuant to clause 18 of the Auckland Transport Traffic Bylaw 2012, the 
stopping, standing or parking of any vehicle is prohibited at all times in the 
part of road referred to as ‘A1-1’  on  Ocean View Road, as indicated in the 
attached drawing #AT/TES/WILB/18021/LC, Sheet 1, Rev A, dated 22/11/2022. 
B. 
That pursuant to clause 18 of the Auckland Transport Traffic Bylaw 2012, the 
stopping, standing or parking of any vehicle is prohibited at all times in the 
parts of road referred to as ‘A2-1’ and ‘A2-2’ on Junction Road, as indicated in 
the attached drawing #AT/TES/WILB/18021/LC, Sheet 2, Rev A, dated 
22/11/2022. 
C. 
That pursuant to clause 18 of the Auckland Transport Traffic Bylaw 2012, the 
stopping, standing or parking of any vehicle is prohibited at all times in the 
parts of road referred to as ‘A3-1’, ‘A3-2’, ‘A3-3’ and ‘A3-4’ on Belgium Street
as indicated in the attached drawing #AT/TES/WILB/18021/LC, Sheet 3, Rev A, 
dated 22/11/2022. 
D. 
That pursuant to section 591 of the Local Government Act 1974 and clause 19 of 
the Auckland Transport Traffic Bylaw 2012, the part of road referred to as ‘LZ3-1’ 
on Belgium Street as indicated in the attached drawing #AT/TES/WILB/18021/LC, 
Sheet 3, Rev A, dated 22/11/2022 is specified as a parking place in the form of a 
loading zone between the hours of 8:00am to 6:00pm, Monday to Sunday. Use 
of the loading zone is restricted to goods vehicles. The driver may leave the vehicle 
unattended for a maximum time of five minutes.

That pursuant to section 591 of the Local Government Act 1974 and clause 19 of 
the Auckland Transport Traffic Bylaw 2012, the part of road referred to as ‘TR3-1’

I. 
That pursuant to section 334 of the Local Government Act 1974 and clauses 2.1 
and 7.7 of the Land Transport Rule: Traffic Control Devices 2004 a traffic island 
(central island) is to be provided on Ocean View Road in the area referred to as 
‘T1-1’  as indicated in the attached drawing #AT/TES/WILB/18021/LC, Sheet 1, 
Rev A, dated 22/11/2022. 
J. 
That pursuant to section 591 of the Local Government Act 1974 and clause 19 of 
the Auckland Transport Traffic Bylaw 2012, the part of road referred to as ‘TS3-1’ 
on Belgium Street as indicated in the attached drawing #AT/TES/WILB/18021/LC, 
Sheet 3, Rev A, dated 22/11/2022 is specified as a transport station in the form of 
small passenger service vehicle (PSV) stand for the exclusive use of small 
PSVs between the hours of 6:00pm to 8:00am, Monday to Sunday. That the 
conditions of use of the small PSV stand must be that the PSV is available for hire 
and the driver must stay with the vehicle. 
K. 
That pursuant to section 319(1)(f) of the Local Government Act 1974 the area 
referred to as  ‘F2-1’  on  Junction Road as indicated in the attached drawing 
#AT/TES/WILB/18021/LC, Sheet 2, Rev A, dated 22/11/2022 is determined to be 
footpath at all times. 
L. 
That any previous resolutions or decisions pertaining to traffic controls made 
pursuant to any bylaw or other Road Controlling Authority power, to the extent that 
they are in conflict with the traffic controls resolved in this report, are revoked. 
M. 
The traffic controls, restrictions and/or prohibitions resolved in this report are 
resolved from the date the decision was made. Each control, restriction or 
prohibition takes effect and may be enforced either immediately or, if dependent 
on a traffic control device, once the traffic control devices prescribed for it under 
the Land Transport Rule: Traffic Control Devices 2004 are installed. 
 
2.  Executive Summary 
Auckland Transport is proposing to improve bus stop infrastructure throughout Waiheke 
Island. This includes upgrading three existing bus stops, on Ocean View Road (near the 
Matiatia Ferry Terminal), Junction Road and Belgium Street.  
The Ocean View Road bus stop upgrades includes shifting the head of the bus stop back 
a few meters and installing a ‘Kassel’ kerb at the bus stop. This wil  make it easier for 
buses to align to the bus stop platform. Alterations to a traffic island wil  assist buses to 
turn around after using the bus stop.

The Junction Road bus stop upgrade includes removing the existing kerb indent and 
widening the footpath. New bus stop and ‘No Stopping At Al  Times’ (NSAAT) road 
markings are also proposed, to prevent vehicles parking too close to the bus stop. These 
changes wil  allow buses to align to the bus stop properly, reducing the gap between the 
bus door and the footpath. This wil  allow passengers to board and alight the bus more 
easily. 
The Belgium Street bus stop upgrade includes relocating the bus stop inside the town 
centre from opposite No. 10 to opposite No. 16 Belgium Street and installing additional 
NSAATs near the head of the current bus stop location. This wil  improve visibility  for 
drivers exiting the nearby busy carpark, immediately to the west of the existing bus stop 
location. 
These upgrades wil  make public transport more accessible and efficient which wil  
encourage more people to use it. 
 
3.  Governance Context 
Auckland Transport is both the road controlling authority for the Auckland transport system 
and the organisation responsible for public transport management in Auckland.  Its 
purpose is to contribute to an effective, efficient, and safe Auckland land transport system 
in the public interest.  Auckland Transport establishes traffic controls and other facilities in 
pursuit of that purpose. 
The Traffic Control Committee has been delegated powers by the Auckland Transport 
Board to enable it to make: resolutions under bylaws made by, or deemed to have been 
made by, Auckland Transport; resolutions under Auckland Council bylaws delegated to 
Auckland Transport; and certain other traffic control-related decisions.  The matters for 
consideration in this report fall within  the  scope of the Traffic Control Committee’s 
delegated authority. 
 
4.  Consultation Summary 
Internal consultation was carried out via email including a plan showing the proposal and 
general information relating to the sites. Al  internal teams were generally in support of the 
proposal with Metro Services, Road Safety, Traffic Engineering and Parking Design 
providing comments. 
The  Waiheke  Local Board were consulted on the proposal via the Elected Member 
Relationship Team. The Local Board raised no objections to the proposal. 
External consultation was carried out with affected residents and property owners. No 
responses were received for the Ocean View Road site and one response was received 
for the Belgium Street site which supported the proposal.

7.  Issues and Options 
7.1  Proposal 
It is proposed to upgrade bus stop infrastructure on Waiheke Island, as shown on the 
attached drawings #AT/TES/WILB/18021/LC (Sheets 1 to 3), Rev A, dated 22/11/2022. 
The changes on Ocean View Road (near the Matiatia Ferry Terminal) include: 
•  shifting the head of the bus stop slightly east outside Matiatia Ferry Terminal, 
•  installing a ‘Kassel’ kerb at the bus stop outside Matiatia Ferry Terminal, to create 
a bus-friendly kerb profile that allows buses to align closer to the footpath, and 
•  installing a mountable kerb at the central island, outside Matiatia Ferry Terminal. 
The changes on Junction Road include: 
•  installing a kerb buildout and new footpath outside No. 26 and No. 28 Junction 
Road and 
•  installing  a  bus stop and ‘No Stopping At Al  Times’ (NSAAT) road markings 
outside No. 24, No. 26 and No. 28 Junction Road. 
The changes on Belgium Street include: 
•  relocating the bus stop from opposite No. 10 to opposite No. 16 Belgium Street, 
•  installing NSAAT road markings opposite No. 10 and opposite No. 16 Belgium 
Street, 
•  relocating the combined P5 loading zone (8am – 6pm, Monday to Sunday) and 
taxi stand (8pm – 6am, Monday to Sunday) to opposite No. 14 Belgium Street, and 
•  relocating the P15 parking area (8am – 6pm, Monday to Sunday) to opposite No. 
10 and opposite No. 14 Belgium Street. 
 
7.2  Strategic alignment 
7.2.1  Design standards 
The proposed  designs  comply  with the standards set in the Transport Design Manual 
(TDM).  
 
7.2.2  Safety 
The proposed removal of the kerb indent at the Junction Road bus stop wil  allow buses 
to align to the bus stop more easily. This wil  result in a smaller gap between the bus door 
and the footpath, allowing passengers to board and alight the bus more safely. 
The proposed bus stop relocation and new NSAAT  markings on Belgium Street wil  
improve visibility for vehicles exiting the nearby bust carpark. 
A road safety audit was not considered necessary as the proposed bus stop changes are 
minor and comply with the TDM standards. The designs were reviewed by AT internal 
teams who support the designs.

7.3  Alternatives  
Ocean View Road 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not make it easier for 
buses to exit the bus stop or turn around after using the bus stop. Bus operators have 
reported issues when there are many buses and other vehicles using the area.  
Consequently, this option did not proceed. 
Option 2 – ‘Shift the head of the bus stop without installing ‘Kassel’ kerb’ 
It was considered to shift the head of the bus stop several meters to the east, without also 
installing a ‘Kassel’ kerb at the bus stop. This option would make it easier for buses to turn 
around as the head of the bus stop is further back and buses would have an easier time 
manoeuvring. However, this is a busy bus stop and there are often multiple buses using 
the bus stop at the same time. The existing kerb profile is not bus friendly, so buses are 
not able to align as close to the kerb, particularly when there are other buses using the 
bus stop. 
Consequently, this option did not proceed. 
Option 3 – ‘Preferred Option’ 
The preferred option includes shifting the head of the bus stop several meters to the east, 
to allow buses to turn around more easily after exiting the bus stop. It also includes 
changing the kerb profile of the bus stop to be a bus friendly ‘Kassel’ kerb. This kerb profile 
allows bus wheels to get closer to the kerb and align to the bus stop more easily. This will 
allow buses to enter and exit the bus stop more easily which wil  improve the safety of 
passengers boarding and alighting the bus. It wil  also improve the operational efficiency 
of the bus stop. 
Consequently, this is the preferred option. 
Junction Road 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not improve bus stop 
infrastructure to meet TDM standards. The existing bus stop outside No. 28 Junction Road 
is located within a kerb indent which is too small for buses to properly align to the bus stop. 
Buses do not have enough room to enter and exit the bus stop which results in a large 
gap between the bus door and the footpath. This makes the bus stop less safe and 
accessible for passengers boarding and alighting the bus. 
Consequently, this option did not proceed. 
Option 2 – ‘Relocate bus stop to outside No. 30 Junction Road 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. This option would upgrade the bus stop to TDM standards as 
buses would be able to properly align to the bus stop. However, during external 
consultation, it was requested to retain the bus stop in its current location and remove the 
kerb indent. Relocating the bus stop to outside No. 30 Junction Road would not provide 
as much of a waiting area for passengers waiting for the bus. 
Consequently, this option did not proceed.

Option 3 – ‘Preferred Option’ 
The preferred option includes retaining the existing bus stop outside No. 26 and No. 28 
Junction Road. It is proposed to remove the kerb indent and widen the footpath at the bus 
stop, to allow buses to align to the bus stop more easily. It is also proposed to install bus 
stop and NSAAT road markings at the bus stop, to prevent vehicles parking too close to 
the bus stop. This option wil  allow buses to properly align to the bus stop and provide 
more room for patrons waiting at the bus stop. 
Consequently, this is the preferred option. 
Belgium Street 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not address issues that 
drivers are having when exiting the bust carpark. The existing bus stop is too close to the 
vehicle crossing, restricting visibility for cars exiting the bus stop. This makes it unsafe for 
vehicles turning onto Belgium Street.  
Consequently, this option did not proceed. 
Option 2 – ‘Shift bus stop slightly east of the existing location’ 
It was considered to shift the head of the bus stop several meters to the east, to improve 
visibility for vehicles exiting the busy carpark. However, buses would not have enough 
room to properly align to the bus stop, as there is a traffic island opposite No. 14 Belgium 
Steet. This would result in a gap between the bus door and the footpath, making the bus 
stop less safe and accessible for boarding and alighting passengers.  
Consequently, this option did not proceed. 
Option 3 – ‘Preferred Option’ 
The preferred option includes relocating the bus stop from opposite No. 10 to opposite No. 
16 Belgium Street and installing NSAAT road markings opposite No. 10 Belgium Street. 
This wil  improve visibility for drivers exiting the busy carpark. This option also includes 
relocating the combined loading zone and taxi stand as well as the P15 parking area. This 
option wil  provide a TDM standard bus stop and improve visibility out of the nearby busy 
carpark when the bus stop is in use.  
Consequently, this is the preferred option. 
 
7.4  Local Board 
The  Waiheke  Local  Board  were  consulted on the proposal  on  21/07/2022.  The Local 
Board raised no objections to the proposal.

Affected residents and property owners were sent consultation letters and plans in August 
2022.  
A total of 11 letters were sent to affected residents and property owners for the Ocean 
View Road site. No responses were received. 
A total of 38 letters were sent to affected residents and property owners for the Junction 
Road site. Four responses were received including two responses that supported the 
proposal and two responses that did not support the proposal. 
A total of 46 letters were sent to affected residents and property owners for the Belgium 
Street site. One response was received which supports the proposal. 
Several Waiheke taxi companies were also consulted for the proposals. No responses 
were received. 
 
7.6  Analysis  
Internal Consultation 
Ocean View Road 
Al  internal teams support the proposal while Metro Services as well as Road Safety also 
provided comments. 
Metro Services 
Metro Services consulted bus operators on Waiheke Island. The bus operators requested 
the existing central traffic island kerb profile be replaced with a mountable kerb. This wil  
allow buses to perform a U-turn more easily when the area is full. Metro Services asked 
for the bus operators’ feedback to be incorporated into the design. The design was 
updated as requested. 
Metro Services were satisfied with the response and raised no further issues. 
Road Safety 
Road Safety commented that an existing catchpit near the head of the bus stop should be 
reconstructed to be flush with the road surface. The design was updated as requested. 
Road Safety were satisfied with the response and raised no further issues.

Junction Road 
Al  internal teams support the proposal while Traffic Engineering also provided comments. 
Traffic Engineering 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. This would have upgraded the bus stop to TDM standards. 
Traffic Engineering questioned why the bus stop was not able to remain within the existing 
bus stop indent. A response was sent that the existing location of the bus stop makes it 
difficult for buses to align next to the kerb properly, due to the short length of the indent. 
By locating it outside the indent, buses wil  be able to align properly next to the kerb and 
be more accessible. Traffic Engineering were satisfied with the response and raised no 
further issues. 
During external consultation, some residents requested the bus stop remain and fil  in the 
kerb indent at the bus stop. Traffic Engineering commented that they preferred this option 
and the design was updated to retain the bus stop outside No. 26 and No. 28 Junction 
Road. 
Belgium Street 
Al  internal teams support the proposal while Parking Design also provided comments. 
Parking Design 
The original design proposed to retain a short section of NSAAT road markings opposite 
No. 14 Belgium Street, near the existing side island. The design proposed two on-street 
parking spaces as well as the combined loading zone and taxi stand. Parking Design 
commented that the NSAAT markings were not required next to the side islands. This 
allows the on-street parking to be shifted east,  next to the side island. This provides 
enough space for three on-street parking spaces to be provided while maintaining 
sufficient visibility for drivers exiting the busy carpark. The position of the on-street parking 
was shifted as requested and three parking spaces are proposed in that location.  
Parking Design were satisfied with the response and raised no further issues. 
Local Board 
The Waiheke Local Board raised no objections to the proposal. 
External Consultation 
Ocean View Road 
No responses were received during external consultation. 
Junction Road 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. Four responses were received from the Junction Road site, of 
which two responses support the proposal and two did not support the proposal.   
It was raised that the existing bus stop is suitable, and it is not causing any issues. A 
response was sent that the existing bus stop indent is too short for buses to properly align 
to the kerb. Buses need enough room before the bus stop to align close to the kerb. If 
buses do not have enough room, there wil  be a gap between the bus doors and the 
footpath which makes it more difficult for passengers to enter and exit the bus. 
It was raised that the existing kerb indent could be extended to give buses more room to 
enter. A response was sent that the area either side of the bus stop indent is limited by 
the driveway and off-road parking space. There is not enough room to properly widen the 
kerb indent for buses. 
It was raised that positioning the bus stop out of the kerb indent wil  cause buses to block 
vehicles travelling on Junction Road  which  would cause congestion and delays. A 
response was sent that the existing bus stop indent is too short for buses to properly align

to the kerb, which causes a gap between the door of the bus and the footpath. Locating 
the bus stop inside the indent can also delay buses if they need to wait for vehicles when 
exiting the bus stop.    
It was raised that allowing cars to park inside the indent would cause the area to become 
neglected and cars might be abandoned. Drivers would  be able to overlook nearby 
properties which reduces privacy. It was also raised that the parking indent is not wide 
enough to allow permanent parking. A response was sent that the design was changed to 
no longer relocate the bus stop and instead fil  in the kerb indent. 
It was raised that relocating the bus stop to outside No. 30 Junction Road would make it 
more difficult to exit that property. The resident also raised that the footpath is not wide 
enough to relocate the bus stop and there is no fence behind the footpath. A response 
was sent that it was no longer proposed to relocate the bus stop to outside No. 30 Junction 
Road, and it is instead proposed to fil  in the bus stop indent and widen the footpath. 
Several other issues were raised that are outside the scope of the proposal. This includes 
vehicles travelling too quickly on Junction Road, a lack of footpath facilities between Hil  
Road and Gulf Place and concerns that a pedestrian fence should be replaced with a 
larger fence. A response was sent that these are outside the scope of the project and have 
been passed onto the relevant team within AT for review. 
Belgium Street 
One response was received during external consultation which supported the proposal. 
The resident also provided comments and suggestions about other Auckland Transport 
projects on Waiheke Island. These other projects are outside the scope of this project and 
have been passed onto the relevant team within AT for review.  
 
7.7  Close out 
Internal consultation 
Metro Services, Road Safety, Traffic Engineering and Parking Design were responded to 
and were satisfied with the responses, raising no further concerns. Internal consultation is 
considered closed out. 
Local Board 
The Waiheke Local Board raised no objections to the proposal and is considered closed 
out. 
External consultation 
Al  feedback has been responded to via email. External consultation is considered closed 
out.

The Traffic Control Committee, in accordance with its delegated authority, and being of 
the opinion that these controls are a justified limitation on the right to freedom of movement 
on roads which wil  not unduly impede vehicular traffic using the road, resolves:

That pursuant to clause 18 of the Auckland Transport Traffic Bylaw 2012, the 
stopping, standing or parking of any vehicle is prohibited at all times in the 
part of road referred to as ‘A1-1’  on  Ocean View Road, as indicated in the

That pursuant to clause 18 of the Auckland Transport Traffic Bylaw 2012, the 
stopping, standing or parking of any vehicle is prohibited at all times in the

and 7.7 of the Land Transport Rule: Traffic Control Devices 2004 a traffic island 
(central island) is to be provided on Ocean View Road in the area referred to as 
‘T1-1’  as indicated in the attached drawing #AT/TES/WILB/18021/LC, Sheet 1, 
Rev A, dated 22/11/2022. 
J. 
That pursuant to section 591 of the Local Government Act 1974 and clause 19 of 
the Auckland Transport Traffic Bylaw 2012, the part of road referred to as ‘TS3-1’ 
on Belgium Street as indicated in the attached drawing #AT/TES/WILB/18021/LC, 
Sheet 3, Rev A, dated 22/11/2022 is specified as a transport station in the form of 
small passenger service vehicle (PSV) stand for the exclusive use of small 
PSVs between the hours of 6:00pm to 8:00am, Monday to Sunday. That the 
conditions of use of the small PSV stand must be that the PSV is available for hire 
and the driver must stay with the vehicle. 
K. 
That pursuant to section 319(1)(f) of the Local Government Act 1974 the area 
referred to as  ‘F2-1’  on  Junction Road as indicated in the attached drawing 
#AT/TES/WILB/18021/LC, Sheet 2, Rev A, dated 22/11/2022 is determined to be 
footpath at all times.

That any previous resolutions or decisions pertaining to traffic controls made 
pursuant to any bylaw or other Road Controlling Authority power, to the extent that 
they are in conflict with the traffic controls resolved in this report, are revoked. 
M. 
The traffic controls, restrictions and/or prohibitions resolved in this report are 
resolved from the date the decision was made. Each control, restriction or 
prohibition takes effect and may be enforced either immediately or, if dependent 
on a traffic control device, once the traffic control devices prescribed for it under 
the Land Transport Rule: Traffic Control Devices 2004 are installed. 
 
2.  Executive Summary 
Auckland Transport is proposing to improve bus stop infrastructure throughout Waiheke 
Island. This includes upgrading three existing bus stops, on Ocean View Road (near the 
Matiatia Ferry Terminal), Junction Road and Belgium Street.  
The Ocean View Road bus stop upgrades includes shifting the head of the bus stop back 
a few meters and installing a ‘Kassel’ kerb at the bus stop. This wil  make it easier for 
buses to align to the bus stop platform. Alterations to a traffic island wil  assist buses to 
turn around after using the bus stop.

The Junction Road bus stop upgrade includes removing the existing kerb indent and 
widening the footpath. New bus stop and ‘No Stopping At Al  Times’ (NSAAT) road 
markings are also proposed, to prevent vehicles parking too close to the bus stop. These 
changes wil  allow buses to align to the bus stop properly, reducing the gap between the 
bus door and the footpath. This wil  allow passengers to board and alight the bus more 
easily. 
The Belgium Street bus stop upgrade includes relocating the bus stop inside the town 
centre from opposite No. 10 to opposite No. 16 Belgium Street and installing additional 
NSAATs near the head of the current bus stop location. This wil  improve visibility  for 
drivers exiting the nearby busy carpark, immediately to the west of the existing bus stop 
location. 
These upgrades wil  make public transport more accessible and efficient which wil  
encourage more people to use it. 
 
3.  Governance Context 
Auckland Transport is both the road controlling authority for the Auckland transport system 
and the organisation responsible for public transport management in Auckland.  Its 
purpose is to contribute to an effective, efficient, and safe Auckland land transport system 
in the public interest.  Auckland Transport establishes traffic controls and other facilities in 
pursuit of that purpose. 
The Traffic Control Committee has been delegated powers by the Auckland Transport 
Board to enable it to make: resolutions under bylaws made by, or deemed to have been 
made by, Auckland Transport; resolutions under Auckland Council bylaws delegated to 
Auckland Transport; and certain other traffic control-related decisions.  The matters for 
consideration in this report fall within  the  scope of the Traffic Control Committee’s 
delegated authority. 
 
4.  Consultation Summary 
Internal consultation was carried out via email including a plan showing the proposal and 
general information relating to the sites. Al  internal teams were generally in support of the 
proposal with Metro Services, Road Safety, Traffic Engineering and Parking Design 
providing comments. 
The  Waiheke  Local Board were consulted on the proposal via the Elected Member 
Relationship Team. The Local Board raised no objections to the proposal. 
External consultation was carried out with affected residents and property owners. No 
responses were received for the Ocean View Road site and one response was received 
for the Belgium Street site which supported the proposal.

7.  Issues and Options 
7.1  Proposal 
It is proposed to upgrade bus stop infrastructure on Waiheke Island, as shown on the 
attached drawings #AT/TES/WILB/18021/LC (Sheets 1 to 3), Rev A, dated 22/11/2022. 
The changes on Ocean View Road (near the Matiatia Ferry Terminal) include: 
•  shifting the head of the bus stop slightly east outside Matiatia Ferry Terminal, 
•  installing a ‘Kassel’ kerb at the bus stop outside Matiatia Ferry Terminal, to create 
a bus-friendly kerb profile that allows buses to align closer to the footpath, and 
•  installing a mountable kerb at the central island, outside Matiatia Ferry Terminal. 
The changes on Junction Road include: 
•  installing a kerb buildout and new footpath outside No. 26 and No. 28 Junction 
Road and 
•  installing  a  bus stop and ‘No Stopping At Al  Times’ (NSAAT) road markings 
outside No. 24, No. 26 and No. 28 Junction Road. 
The changes on Belgium Street include: 
•  relocating the bus stop from opposite No. 10 to opposite No. 16 Belgium Street, 
•  installing NSAAT road markings opposite No. 10 and opposite No. 16 Belgium 
Street, 
•  relocating the combined P5 loading zone (8am – 6pm, Monday to Sunday) and 
taxi stand (8pm – 6am, Monday to Sunday) to opposite No. 14 Belgium Street, and 
•  relocating the P15 parking area (8am – 6pm, Monday to Sunday) to opposite No. 
10 and opposite No. 14 Belgium Street. 
 
7.2  Strategic alignment 
7.2.1  Design standards 
The proposed  designs  comply  with the standards set in the Transport Design Manual 
(TDM).  
 
7.2.2  Safety 
The proposed removal of the kerb indent at the Junction Road bus stop wil  allow buses 
to align to the bus stop more easily. This wil  result in a smaller gap between the bus door 
and the footpath, allowing passengers to board and alight the bus more safely. 
The proposed bus stop relocation and new NSAAT  markings on Belgium Street wil  
improve visibility for vehicles exiting the nearby bust carpark. 
A road safety audit was not considered necessary as the proposed bus stop changes are 
minor and comply with the TDM standards. The designs were reviewed by AT internal 
teams who support the designs.

7.3  Alternatives  
Ocean View Road 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not make it easier for 
buses to exit the bus stop or turn around after using the bus stop. Bus operators have 
reported issues when there are many buses and other vehicles using the area.  
Consequently, this option did not proceed. 
Option 2 – ‘Shift the head of the bus stop without installing ‘Kassel’ kerb’ 
It was considered to shift the head of the bus stop several meters to the east, without also 
installing a ‘Kassel’ kerb at the bus stop. This option would make it easier for buses to turn 
around as the head of the bus stop is further back and buses would have an easier time 
manoeuvring. However, this is a busy bus stop and there are often multiple buses using 
the bus stop at the same time. The existing kerb profile is not bus friendly, so buses are 
not able to align as close to the kerb, particularly when there are other buses using the 
bus stop. 
Consequently, this option did not proceed. 
Option 3 – ‘Preferred Option’ 
The preferred option includes shifting the head of the bus stop several meters to the east, 
to allow buses to turn around more easily after exiting the bus stop. It also includes 
changing the kerb profile of the bus stop to be a bus friendly ‘Kassel’ kerb. This kerb profile 
allows bus wheels to get closer to the kerb and align to the bus stop more easily. This will 
allow buses to enter and exit the bus stop more easily which wil  improve the safety of 
passengers boarding and alighting the bus. It wil  also improve the operational efficiency 
of the bus stop. 
Consequently, this is the preferred option. 
Junction Road 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not improve bus stop 
infrastructure to meet TDM standards. The existing bus stop outside No. 28 Junction Road 
is located within a kerb indent which is too small for buses to properly align to the bus stop. 
Buses do not have enough room to enter and exit the bus stop which results in a large 
gap between the bus door and the footpath. This makes the bus stop less safe and 
accessible for passengers boarding and alighting the bus. 
Consequently, this option did not proceed. 
Option 2 – ‘Relocate bus stop to outside No. 30 Junction Road 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. This option would upgrade the bus stop to TDM standards as 
buses would be able to properly align to the bus stop. However, during external 
consultation, it was requested to retain the bus stop in its current location and remove the 
kerb indent. Relocating the bus stop to outside No. 30 Junction Road would not provide 
as much of a waiting area for passengers waiting for the bus. 
Consequently, this option did not proceed.

Option 3 – ‘Preferred Option’ 
The preferred option includes retaining the existing bus stop outside No. 26 and No. 28 
Junction Road. It is proposed to remove the kerb indent and widen the footpath at the bus 
stop, to allow buses to align to the bus stop more easily. It is also proposed to install bus 
stop and NSAAT road markings at the bus stop, to prevent vehicles parking too close to 
the bus stop. This option wil  allow buses to properly align to the bus stop and provide 
more room for patrons waiting at the bus stop. 
Consequently, this is the preferred option. 
Belgium Street 
Option 1 – ‘Do Nothing’ 
The ‘Do-Nothing’ option was not considered desirable as it would not address issues that 
drivers are having when exiting the bust carpark. The existing bus stop is too close to the 
vehicle crossing, restricting visibility for cars exiting the bus stop. This makes it unsafe for 
vehicles turning onto Belgium Street.  
Consequently, this option did not proceed. 
Option 2 – ‘Shift bus stop slightly east of the existing location’ 
It was considered to shift the head of the bus stop several meters to the east, to improve 
visibility for vehicles exiting the busy carpark. However, buses would not have enough 
room to properly align to the bus stop, as there is a traffic island opposite No. 14 Belgium 
Steet. This would result in a gap between the bus door and the footpath, making the bus 
stop less safe and accessible for boarding and alighting passengers.  
Consequently, this option did not proceed. 
Option 3 – ‘Preferred Option’ 
The preferred option includes relocating the bus stop from opposite No. 10 to opposite No. 
16 Belgium Street and installing NSAAT road markings opposite No. 10 Belgium Street. 
This wil  improve visibility for drivers exiting the busy carpark. This option also includes 
relocating the combined loading zone and taxi stand as well as the P15 parking area. This 
option wil  provide a TDM standard bus stop and improve visibility out of the nearby busy 
carpark when the bus stop is in use.  
Consequently, this is the preferred option. 
 
7.4  Local Board 
The  Waiheke  Local  Board  were  consulted on the proposal  on  21/07/2022.  The Local 
Board raised no objections to the proposal.

A total of 11 letters were sent to affected residents and property owners for the Ocean 
View Road site. No responses were received. 
A total of 38 letters were sent to affected residents and property owners for the Junction 
Road site. Four responses were received including two responses that supported the 
proposal and two responses that did not support the proposal. 
A total of 46 letters were sent to affected residents and property owners for the Belgium 
Street site. One response was received which supports the proposal. 
Several Waiheke taxi companies were also consulted for the proposals. No responses 
were received. 
 
7.6  Analysis  
Internal Consultation 
Ocean View Road 
Al  internal teams support the proposal while Metro Services as well as Road Safety also 
provided comments. 
Metro Services 
Metro Services consulted bus operators on Waiheke Island. The bus operators requested 
the existing central traffic island kerb profile be replaced with a mountable kerb. This wil  
allow buses to perform a U-turn more easily when the area is full. Metro Services asked 
for the bus operators’ feedback to be incorporated into the design. The design was 
updated as requested. 
Metro Services were satisfied with the response and raised no further issues. 
Road Safety 
Road Safety commented that an existing catchpit near the head of the bus stop should be 
reconstructed to be flush with the road surface. The design was updated as requested.

Junction Road 
Al  internal teams support the proposal while Traffic Engineering also provided comments. 
Traffic Engineering 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. This would have upgraded the bus stop to TDM standards. 
Traffic Engineering questioned why the bus stop was not able to remain within the existing 
bus stop indent. A response was sent that the existing location of the bus stop makes it 
difficult for buses to align next to the kerb properly, due to the short length of the indent. 
By locating it outside the indent, buses wil  be able to align properly next to the kerb and 
be more accessible. Traffic Engineering were satisfied with the response and raised no 
further issues. 
During external consultation, some residents requested the bus stop remain and fil  in the 
kerb indent at the bus stop. Traffic Engineering commented that they preferred this option 
and the design was updated to retain the bus stop outside No. 26 and No. 28 Junction 
Road. 
Belgium Street 
Al  internal teams support the proposal while Parking Design also provided comments. 
Parking Design 
The original design proposed to retain a short section of NSAAT road markings opposite 
No. 14 Belgium Street, near the existing side island. The design proposed two on-street 
parking spaces as well as the combined loading zone and taxi stand. Parking Design 
commented that the NSAAT markings were not required next to the side islands. This 
allows the on-street parking to be shifted east,  next to the side island. This provides 
enough space for three on-street parking spaces to be provided while maintaining 
sufficient visibility for drivers exiting the busy carpark. The position of the on-street parking 
was shifted as requested and three parking spaces are proposed in that location.  
Parking Design were satisfied with the response and raised no further issues. 
Local Board 
The Waiheke Local Board raised no objections to the proposal. 
External Consultation 
Ocean View Road 
No responses were received during external consultation. 
Junction Road 
It was originally proposed to relocate the bus stop from No. 28 to No. 30 Junction Road 
and retain the kerb indent. Four responses were received from the Junction Road site, of 
which two responses support the proposal and two did not support the proposal.   
It was raised that the existing bus stop is suitable, and it is not causing any issues. A 
response was sent that the existing bus stop indent is too short for buses to properly align 
to the kerb. Buses need enough room before the bus stop to align close to the kerb. If 
buses do not have enough room, there wil  be a gap between the bus doors and the 
footpath which makes it more difficult for passengers to enter and exit the bus. 
It was raised that the existing kerb indent could be extended to give buses more room to 
enter. A response was sent that the area either side of the bus stop indent is limited by 
the driveway and off-road parking space. There is not enough room to properly widen the 
kerb indent for buses. 
It was raised that positioning the bus stop out of the kerb indent wil  cause buses to block 
vehicles travelling on Junction Road  which  would cause congestion and delays. A 
response was sent that the existing bus stop indent is too short for buses to properly align

to the kerb, which causes a gap between the door of the bus and the footpath. Locating 
the bus stop inside the indent can also delay buses if they need to wait for vehicles when 
exiting the bus stop.    
It was raised that allowing cars to park inside the indent would cause the area to become 
neglected and cars might be abandoned. Drivers would  be able to overlook nearby 
properties which reduces privacy. It was also raised that the parking indent is not wide 
enough to allow permanent parking. A response was sent that the design was changed to 
no longer relocate the bus stop and instead fil  in the kerb indent. 
It was raised that relocating the bus stop to outside No. 30 Junction Road would make it 
more difficult to exit that property. The resident also raised that the footpath is not wide 
enough to relocate the bus stop and there is no fence behind the footpath. A response 
was sent that it was no longer proposed to relocate the bus stop to outside No. 30 Junction 
Road, and it is instead proposed to fil  in the bus stop indent and widen the footpath. 
Several other issues were raised that are outside the scope of the proposal. This includes 
vehicles travelling too quickly on Junction Road, a lack of footpath facilities between Hil  
Road and Gulf Place and concerns that a pedestrian fence should be replaced with a 
larger fence. A response was sent that these are outside the scope of the project and have 
been passed onto the relevant team within AT for review. 
Belgium Street 
One response was received during external consultation which supported the proposal. 
The resident also provided comments and suggestions about other Auckland Transport 
projects on Waiheke Island. These other projects are outside the scope of this project and 
have been passed onto the relevant team within AT for review.  
 
7.7  Close out 
Internal consultation 
Metro Services, Road Safety, Traffic Engineering and Parking Design were responded to 
and were satisfied with the responses, raising no further concerns. Internal consultation is 
considered closed out. 
Local Board 
The Waiheke Local Board raised no objections to the proposal and is considered closed 
out. 
External consultation 
Al  feedback has been responded to via email. External consultation is considered closed 
out.

Hey Richard and Stuart,
 
I visited 
Junction Road on Friday and had occasion to also speak with 
 who lives in the property
behind the bus stop. This is a different customer to 
, who I believe is the resident behind where the
bus stop is proposed to be moved to. Some recent photos also attached.
 
After considering the proposal, I agree with 
 concern that this will lead to permanent parking of a
few vehicles for just a few properties, and really no other improvements for pedestrians.
 
By moving the stop, we impose upon the property(ies) we move it in front of, creating privacy concerns
and general discomfort where none exists for 
 in his property where their carport is between the
bus stop and their property. Personally, I believe the single benefit of the bus being able to align more
easily isn’t worth the struggle or potential backlash of shifting the location.
 
As an alternative. I might suggest we fill in the bus bay and widen the area for pedestrians. In addition to
solving the alignment issue for buses, this would improve the amenity for disabled road users (of which
there is at least one according to Andrew) so they no longer have to navigate the sharp indent running the
risk going off the kerb edge into the bus bay. This might also create enough room perhaps for a bench or
small shelter for people as well.

I am hoping you can help direct me to someone at Auckland Transport on Waiheke that can
give me further information on the bus relocation for Junction Road.
 
My position is I am against the relocation and here are some of my concerns.
 
Currently the bus stop is outside 28 Junction Road in an indent and they are talking about
moving it right outside 
.
Instead of relocating the bus stop it would make sense to just make the indent a bit bigger or
square the corners off. It is safer to have the indent as Junction Road is a very busy road and if
the bus stops flush against the curb then it means the bus is holding up the traffic more. Or
wouldn’t it make sense to have the bus stop further down by sleepy hollow then there are no
houses and you can relocate the bus seat as well.
 
My concerns is that if the bus stops outside our house then it is a lot noisier for us and does
mean that people are waiting outside our house, there is no room on that footpath to move
the seat too or it would be on our property so people will have to stand.
I’m also concerned for my children’s safety 2 and 5 if they run up the driveway while we are

We now have a design for the Junction Road indented bus stop.
During consultation, we received push back from residents about relocating it, so we will keep it
in the same location, but fill in the indent to make this bus stop in line and hopefully encourage
some patient Waiheke island drivers to wait behind the bus as it allows customers to board and
alight.

Is there budget for Kassel Kerbs? What is the delay in acquiring these?
 
I would prefer we do this with Kassel Kerbs as there are sites in the future that I would also like
done with these types of kerbs (namely Matiatia Wharf).
They are also a very important piece of infrastructure that minimises the damage to tyre walls
and enables drivers to get as close to the kerb as possible which in turn helps customers to
board and alight from bus to/from footpath.

Hi Nabeel,
The idea behind this was a)footpath is very narrow and b) indented bus stops can sometimes
make it harder for bus drivers to re-enter the flow of traffic.
Even if a bus was in the indent, it probably provides other car users a false sense of security. The
road is too narrow for a bus stop to stop and a car to overtake it.
So, its better to prevent a car to overtake a bus , hence fill in the indent, and move the bus into
the live lane of traffic.

I’ve gone through each of these. Generally no major concerns. Just a few questions about these three: 
 
ATPTO 3467 - Matiatia Turnaround 
I recommend getting in touch with @Abhijeet Parikh regarding the Matiatia Landslide Transport Improvements SSBC 
to ensure that these upgrades will be compatible with their future plans for the Matiatia keyhole turnaround.

ATPTO 3475 & 3480 - Opp.56 and 58 Waiheke Road 
I am a bit concerned about visibility with especially westbound traffic on Waiheke Rd. There’s an opportunity 
perhaps to improve this. I note speed will reduce to 40 km/hr, which is likely to be in line with operational speeds. If 
you could at least confirm the sight distance is appropriate to this speed that would be great. Perhaps a corner-right 
“concealed” advisory sign here would be worthwhile. 
A sight distance check was carried out for both bus stops and it was found that they have sufficient sight distance.

ATPTO 3477 - 30 Junction Road 
With this one I am just unsure of the necessity when the indented bus bay looks suitable and doesn’t impact the 
corridor at all. Is this just to get closer to the vector pole for powering the bus stop information sign?

The existing location of the bus stop makes it difficult for buses to align next to the kerb properly, due to the short 
length of the indent. By locating it outside the indent, buses will be able to align properly next to the kerb and be 
more accessible.
