Hīkoi mō te Tiriti – Wellington region
17 to 19 November 2024
The hīkoi consists of a vehicle convoy; including vans,
buses and cars; and runners on foot for each leg.
Numerous ‘activations’ are planned in towns and cities
along the route, culminating in a large-scale ‘activation’
planned for Parliament grounds on 19 November 2024.
KEY INFORMATION
Police have assessed the family-friendly nature of
activations, presence of local schools and school

children, and strong organisation has contributed to a
peaceful hīkoi. However, attendance at activations to
date has exceeded anticipated venue capacity in some
places and Police have been required to intercede in
traffic management plans for some activations. Further, township main streets and highways are experiencing congestion
and there have been some reports from the public regarding non-compliant road user behaviour.
Peaceful activation is expected to continue into the main activation in
Wellington District. It is highly likely numbers will involve 11000+
participants in Wellington. Numbers expected at Parliament cannot be
reliably estimated from hīkoi participation numbers alone. This is

expected to result in major traffic congestion in Wellington, with venue
capacities at Waitangi Park and Parliament precinct being exceeded. A
traffic management plan will be in place from 0500hrs from the
junction of Lambton Quay and Bowen Street, and along Molesworth
Street to Hill Street will be closed to vehicles.
While no incidents of concern have been identified, it is a realistic
possibility active encouragement of protesting other issues could
contribute to a decreased ability for the organisers to
influence/manage the group.

Note: activation originally planned at Otaki, however the organisers have
chosen to avoid Otaki due to the stop/go traffic control on the bridge south of
the town. A small number of local hapu wil activate locally before joining the
main convoy.
3pm
Depart Levin - convoy via SH1 to Peka Peka offramp
3.30pm Travel through Waikanae via Old SH1
3.50pm Travel through Paraparaumu via Old SH1

SH1 from Poplar Ave to Mackays Crossing, SH59 to Porirua
NOTE: Currently there do not appear to be any plans to hīkoi or activate along
Mana Esplanade, however it would be prudent to consider this a possibility.

Arrive Porirua, powhiri at Takapuwāhia Marae

NOTE: Originally a mass pōwhiri was planned at Ngāti Toa domain in Porirua on
Sunday 17th, however this mass event was cancel ed on 6th November. It
appears this cancel ed event is stil being advertised in some locations, in
some cases with an alternate location. Porirua City Council and Ngāti Toa
representatives are working on getting messaging aligned – TBC.

MONDAY 18th - Rest day.
NOTE: a smal -scale activation (approx. 1000 pax) will occur at Ngati Toa domain, the timing has been set from 10am – 1pm to avoid
disruption to exams. There may be extra activity between “The Ramp” at Porirua and Mana Esplanade as people make their way there. Parking
is being provided at the domain, so state highway impact should be minor.
TUESDAY 19th

Main convoy departs Porirua – convoy SH59 – SH1 – quays to

from Porirua through Tawa/Johnsonvil e/Khandal ah down Onslow Rd to Hutt
Rd/Thorndon Quay.

IMPACTS – unaffiliated with primary hīkoi
MONDAY 18th - an additional group has advertised a convoy travelling
from SH2 from Masterton to Greytown on Monday 18th via SH2. They
plan to hīkoi through the town centers and drive at 30kph between
locations. The same group is organising a bus to Wellington the

following morning, the timing of which suggests this group is unlikely to
be meeting up with the Petone group, as was originally thought.

Hīkoi via Chapel St (convoy via Dixon St) to Kurupuni

There are no further specified timings, however the Carterton hīkoi is

expected to occur around midday, from Belvedere/Park Rd via High St (convoy via Rutland St) to Hilton Rd; there will be a
break for lunch at Carrington Park. Then the Greytown hīkoi is via High St (convoy via West Rd) to East St/Papawai Pl.
THE
TUESDAY 19th - an additional group has expressed intent to travel from McEwan Park in Petone to Wellington City on
Tuesday 19th via Petone Esplanade and SH2. NZ Police and National Organisers ave succeeded in dissuading this group
from walking on the road, the intention now is to utilise the Petone foreshore and the SH2 walkway/cycle path. We will be
assisting police in providing protection for this group as they travel along the unprotected section of walkway south of the
Petone SB onramp.
3.30am Participants meet at McEwan Park in Petone

Participants depart from the park, walking along the footpath and/or Mana Esplanade, SH2, Hutt offramp, Hutt
Rd, Thorndon Quay
8.30am Arrival at Wellington train station, continue to Waitangi Park (no advertised route).
CONSIDERATIONS
• Police are the lead agency for this response, WTA hold a support role.
• While some TLAs have chosen to provide TTM support for the hīkoi, NZTA will not be supplying TMPs or TTM to the
hīkoi.
RELEASED
• WTA will be ready to respond to any situation that may be regarded as an incident impacting the Wellington SH
network and will be in constant communication with police to provide required assistance.
• Not all attendees of the Waitangi Park activation will be travelling in the convoy – additional attendees are
expected from the wider Wellington region and cross-boundary, many of these via public transport.
MITIGATIONS
• Extensive internal and external comms advising of likely disruption and travel times to avoid.
• Incident response vehicles and staff to be located at key locations during the convoy periods on both Sunday and
Tuesday (see Contact List doc)

• RTRT (Regional Transport Response Ream) will be stood up, with WTA, Police, and other relevant party
representatives located at WTOC.
• WTOC will take over national sit reps from Saturday onwards. For the Tuesday activations sitreps are planned for
9am, 12pm, 3pm – with an additional at 17:30hrs if required.
• Remutaka Hill closure on the night of Monday 16th will be picked up at the earlier time of 2:30am.
• Other planned works near the will be off the road in sufficient time to allow crews to get home before potential
disruption begins.
• Updates from other regions will be sought to assist in readiness.

• WTA undertake minimal work on affected roads for the duration of these events.
