I refer to your official information request received on 17 December 2024 for:
“How many Chief Executive or leadership positions has the PSC recruited for in 2024?
How many positions were existing and how many were positions established in July 2023 or
later?
Please provide the salary range candidates were advised of for each position. If candidates
were not advised, please provide the salary range PSC was advised of by the Ministry or agency
requiring the appointment.
Did the PSC run more than one recruitment round for any position since July 2023? If so, please
state which position and the number of recruitment rounds.
Does the PSC use contractors to support executive recruitment? If so, please state which
position(s) contractors were used, the name of the contractor, and the cost of the contractor
in each instance since July 2023. This should include the total hourly pay and placement fees.”
Information being released –parts one, two and four
In 2024 Te Kawa Mataaho Public Service Commission (the Commission) undertook recruitment for
12 non-statutory chief executive and four statutory leadership positions. Of the 16 positions, five of
these were established after July 2023.
Since July 2023, the Commission has not run more than one recruitment round for any position.
Information not held – part three
Salary ranges are not publicly advertised for Chief Executive recruitments. The Public Service
Commissioner (the Commissioner) as the employer of chief executives of departments,
departmental agencies and functional chief executives, engages a provider to independently size
the different roles for which he is responsible then sets the salaries on appointment in accordance
with role size and having regard to the Government’s Workforce Policy Statement. The
Remuneration Authority determines the salaries for the statutory roles.
I am therefore refusing part three of your request under section 18(e) of the Official Information Act
1982 (OIA) on the grounds the information requested does not exist.

Other information
Cabinet has required that the Commission publicly report on chief executive pay since 2010. To
balance the public interest in chief executive remuneration with the privacy interest, the
Commission reports:
• remuneration that was earned between completed remuneration reviews, or
• remuneration earned up to the end date of appointments which have been completed.

Each year the Commission is required to report on the total sum paid to contractors and consultants
through Select Committee Annual Reviews. Listed in the table below is the Commission’s Annual
Review for 2023/24 which is publicly available on the Parliament website at the link provided in the
table. The appendices provide the breakdown of how much is paid to each contractor and
consultant per year and the description of the service provided.
