As ‘Schedule 2: Identified Gangs’ of the Gangs Amendment Bill was provided by Police, I
think it’s best placed for Police to respond.
 
Particularly the “if not, why not”, Justice can’t advise why a group may or may not be
considered a gang.

Unfortunately, it looks like the wrong version of BR/24/92 was pulled for inclusion for 24447 and 24448. BR/24/92 was re-
reviewed during preparation of 24429 as additional information could now be released. However, only a excerpt ended up
being provided for 24429 and therefore, the new version that had been re-reviewed was kept on file for inclusion the next
time it was requested. This is where an error seems to have occurred and instead of the new re-reviewed version being used
the next time it was requested, the old version was used.

 
For clarity, the more heavily redacted version was originally released in 24354. It was then identified as being potentially in
scope for 24429 at which point I checked in with the work group to see if any additional info could now be released. They
advised that the briefing covers a Bill that was under active consideration and was introduced to Parliament that week (week
of 23 September). Therefore there would be a lot of changes to the redactions. As we only ended up releasing a small excerpt
from 24429, the entirety of the re-reviewed paper was saved separately for inclusion the next time the paper was to be
released in full. This seems to be where the error has occurred (for 24447 and 24448, the paper was pulled form 24354 instead
of 24429). Sorry if that reads a very confusing but fingers crossed that explains it!
 
Please accept my apologies for this, the attached version is the correct version that should now be being used. I have ensured
our records are up-to-date and reflect the correct version to be used now.
 
I also note s.9(2)(a) OIA  comment (as per the attached email) regarding inclusion of AM/24/128. I have updated the response
letter to accurately reflect that this is a Costello paper. The office will need to consult with her office on this for its  inclusion in
Mitchell’s response.
 
Please accept my apologies again for the confusion here regarding BR/24/92. I’m happy to answer any other questions/take a
call.

Re BR/24/92— this version is significantly de-redacted from the copies we’ve previously had! I’ve checked our records
and it’s not just 24442 which has the substantial 9(2)(f)(iv) redactions, we also released the same document with the
same withheld sections in OIAs 24447 and 24448, on the 4th and 6th of this month respectively. Has there been a
recent change that’s triggered the review of the redactions? Or are those previous releases also incorrect?
 
Re AM/24/128— looks like that OIA has already gone out from Costello’s office sorry; it’s a pretty simple administrative
mix-up though so we should be able to resolve it pretty painlessly! I think the second option sounds best, though keen
to hear your thoughts s.9(2)(a) OIA

Just responding on Keenia’s behalf.
Apologies for the mix up with BR/24/92, I’m not quite sure what has happened there but the version Keenia provided is the
correct version. I have reattached this for your use (I’m not sure Keenia’s s.9(2)(g)(i) OIA
 Note, the response letter doesn’t require updating as the grounds mentioned in the letter are still
used in the paper, just to a lesser degree.  
 
Regarding AM/24/128, another apologies from us- I see now it is addressed to the Associate Minister but unfortunately was
recorded on our end as going to the Minister. Has the 24-238 (Costello) response been sent out? If not, we could quickly add it
into that response. Otherwise your options are:

Transfer to Costello’s office (its much overdue and obviously isn’t a good look however, is owned by her office). It would
be a quick turn around drafting up a letter and getting this to you guys given its all already approved.
Keep in Mitchell’s response but we can add a line in to the letter that this paper was provided to Costello however, we
have consulted with her office and have included it in this response.

AM/24/128 was addressed to (and received by) Minister Costello. Is it too late to transfer that part of the request
to her office?
BR/24/92 has just been considered as part of another OIA (24442) which is pending release. I note that the
redactions you’ve proposed here are substantially reduced – is there an explanation for this? 24442 isn’t due out
until the end of the week so I’ve asked s.9(2)(a) OIA to put it on hold while we reconcile the two versions of the
document – however we would love to get both requests squared away within the next couple of days

"Drugs, guns, and ammunition located at Kapiti Coast house"
Attribute to Constable Sam Lewis, Wellington Gang Disruption Unit.
Wellington Police seized a large haul of ammunition, drugs, and firearms last week in Kapiti.
On Friday 15 November at around 7:30pm Police went to the address of a Mongrel Mob prospect in
Waikanae Beach to assist with an unrelated matter.
Upon arrival, Police located cannabis at the address, a search warrant was executed, and a
significant amount of cannabis plant and cannabis resin was located.  
While inside the address Police also located and seized a Military Style Semi-Automatic (MSSR).22
rifle which is a prohibited firearm and a 12-gauge pump-action shotgun. 
Police also located two .22 magazines – with a 16 round capacity, which are also prohibited.
Over 400 rounds of .22 ammunition, 25 rounds of slug and buckshot shotgun ammunition and two
rifle silencers were found during the search.
One male, who does not hold a current New Zealand Firearms License was arrested at the scene.
Police work hard to hold offenders to account, especially those with the potential to cause serious
harm in our communities, such as people unlawfully in the possession of firearms. 
We will continue to keep the pressure on gang members, associates, and those attempting to evade
the justice system.
The male aged 35-years-old from Kapiti was charged with multiple offences and held in custody and
is next due to appear in court on Wednesday 20 November 2024.

law and order with promising early results shown across some Police statistics,
says Police Minister Mark Mitchell.
 
“In August 2023, I told New Zealanders that if they had not started to see a
change in public safety within a year of my appointment as Police Minister, I
would resign.
 
“The public expects to see Ministers holding themselves to account and
delivering in their interest. The 12-month measure was an important one for me
to show that I am serious about making New Zealand the safest country in the
world, and that I would work tirelessly to achieve that.
 
“In December, I laid out my clear expectations of Police. These included a back-
to-basics policing approach, ensuring that gangs will not take over towns, public
roads or spaces and for law abiding members of the public to have their rights
protected.  People deserve to feel safe on their streets, in their homes, and in
their workplaces.
 
“I am very pleased by some of the early results we have seen this year. A
reduction in victimisations across the board by 3 per cent is a significant early
sign that things are trending in the right direction.
 
“Foot patrols have increased by 30 per cent, ram raids are down over 60 per
cent, serious assaults have dropped 3 per cent and aggravated robberies are
down 11 per cent.
 

“Retail crime continues to be an area of significant challenge and the
Government is working tirelessly to get on top of it. Theft in the retail space
continues to grow but I am pleased to see the trend slowing at the more violent
end.
 
“Gang membership growth has slowed tenfold in the last year. Where it grew by
10 per cent to October last year, it has only grown 1 per cent this year.
 
“We have seen several well-policed gang funerals and runs this year, with no
towns taken over by gang members and Police have executed substantive
operations across the country against Comancheros, the Mongrel Mob, the
Head Hunters and the Mongols.
 
“Obviously there is a lot more work to do to make New Zealand the safest
country in the world and to restore the clear sense of safety that New
Zealanders once felt. The Government’s social investment approach and
restoration of a strong economy will have big roles to play in doing this.
 
“Having considered my performance over the last year in Government, I believe
that I have delivered on my promise for New Zealanders to see change in my
first 12 months as Police Minister. There remains a big job ahead of us and I am
excited to keep working at it.”

Police stats show promising change
 
After nearly a year in Government, Kiwis have seen significant change across
law and order with promising early results shown across some Police statistics,
