Problem is on the grass berm in front of
Howard Road, Orere Point. Mr R Puttick from 100 Howard Rd is conducting his
second hand boat and parts business from the grass reserve on Howard Rd. Since reported earlier this afternoon a fifth
boat has arrived and is parked on the grass area outside 99 Howard Rd. This is now 2 boats and one trailer

On 18.11.2024 at about 9:08 am I phoned the complainant and had a

complaint.
told me that the PO was operating a business from home selling
second-hand boats and parts.
He was parking his boat and tailor on the berm.
I told
that the home occupation was a permitted activity in that zone
but I will assess against the standards.

Hi Rodger
Thanks for your email.
Auckland Council has received a complaint that you are a running a
second-hand boat and parts business from home. It has also been
alleged that you are displaying your second-hand boat and trailer on the
council berm for longer periods. It kills the vegetation underneath the
surface and contractors have difficulty mowing the berm. If you are
operating a business from home in a residential area, then you can’t
display goods on council berm without a written consent.

Property Zone: H2. Residential- Rural and Coastal Settlement Zone
Activity table H2.4.1 (A8) Home Occupations is a permitted activity and it
must comply with the standards as detailed in H2.6.2 (Home
Occupations)
Purpose: to enable people to work from home at a scale that the
residential character and amenity is maintained.
(1) A home occupation must comply with all the following standards:
(a) at least one person engaged in the home occupation must use the
dwelling on the site as their principal place of residence.
(b) no more than two people who do not use the dwelling as their
principal place of residence may work in the home occupation.
(c) no more than four people in total may work in the home occupation.
(d) the sale of goods or services from the home occupation that requires
customers to come to the site and the delivery of goods to and from the
site may not occur before 7am or after 7pm.
(e) car trips to and from the home occupation activity must not exceed 20
per day.
(f) heavy vehicle trips must not exceed two per week.
(g) no more than one commercial vehicle associated with the home
occupation may be on site at any one time.
(h) storage for rubbish and recycling associated with the home
occupation must be provided on site and screened from public view.
(i) materials or goods manufactured, serviced, or repaired in the home
occupation must be stored and worked on within a building on the same
site; and
(j) goods sold from the home occupation must be:
igoods produced on site; or
iigoods that are primarily ordered by mail or electronic transaction and
redistributed by post or courier; or
iiigoods ancillary and related to a service provided by the home
occupation
I will schedule an appointment next week to meet up and also inspect the
road frontage.

On 26.11.2024, at about 8:30 am, I left for 100 Howard Road, OrerePoint,

Auckland, 2585.
At 9:30 am, accompanied by Shivneel, we arrived at 100 Howard Road.
On arrival, I inspected the area and noticed:-
1 x trailer parked outside 100 Howard Road in it was two old outboard
motors and spare parts. I believe the displays were for people to come
and buy although he didn't admit it.
Trailer Rego was
4x4 vehicle
Inside his private property, visible from the main road, was a fishing boat
and an old trailer with an outboard motor.
On-road reserve outside
Howard Road, Orere Point. 2 trailers. One
had an old fishing boat on it, and the other had spare parts, old car tires,
tarpaulin, and other old parts.

colored old fishing boat on a trailer. 1 x tractor
I questioned him about his home occupation. He replied by telling me that
10 times a year, he would make a sale.
He told me that he usually has visitors at home, and his neighbour might
think that he was doing business, but that wasn't the case.
Local People usually contact him about spare parts only a few times a
year.
I asked him why he was displaying his old boat and old parts on the road
and road reserve. He stated that AT had approached him several times
and allowed him to display his items on a road reserve.
I advised Rodger that I would get back to him after I had discussed the
issue withthe Senior Compliance Officer.
The complainant has been updated.
