I refer to your Official Information Act 1982 (OIA) request dated 13 January 2025 for
information regarding infringement notice PR7877644.
My response to each part of your request can be found below.
Before you read the below, please note that in accordance with section 145 and 146 of
the Land Transport Act 1998, the al eged offence was captured by a certified mobile
safety camera. Please find enclosed the Land Transport (Approved Vehicle Surveil ance
Equipment) Notice 2021 for reference.
1. Reference to the Infringement Notice PR7877644. I request the Calibration Test
for the Speed Camera
Please find enclosed the Certificate of Accuracy for the mobile safety camera in question.
Under section 146 of the Land Transport Act 1998, all operational speed detection
equipment, including safe speed cameras, radars, lasers, and vehicle speedometers are
required to be calibrated annual y. The responsibility for testing and certification rests with
Police Calibration Services, an International Standards Accredited Laboratory, based in
Wel ington.
2. and a copy of photographic evidence.
Police would usually only release the photograph of the offence to the owner of the
vehicle, or someone who has permission from the owner to request it. As Police has not
received confirmation that you are either the owner or have the owner’s permission, the
photograph is withheld under section 9(2)(a) of the OIA to protect the privacy of natural
persons. However, if you can provide evidence to the contrary, please send us an email
at

It should be noted that information requested under the OIA runs separately to the
infringement process timeframe. Therefore, continued correspondence with Police
regarding this matter does not remove the notice holder’s obligation to either request a
court hearing or pay the infringement fee by the final due date.

release email accordingly. However, if the notice holder wishes to chal enge the validity of
the evidence or the circumstances surrounding the al eged offence, the notice holder may

This notice is the Land Transport (Approved Vehicle Surveillance Equipment)
Notice 2021.

This notice comes into force on 6 December 2021.

Approval of REDFLEXspeed radar NK7 speed camera system
(1)
The vehicle surveillance equipment to which subclause (2) applies is approved
as a kind of vehicle surveillance equipment for the purposes of the
Land Trans‐
port Act 1998.
(2)
The vehicle surveillance equipment to which this subclause applies is the RED‐
FLEXspeed radar NK7 speed camera system—
(a)
together with any mounting system (for example, a mounting pole and
housing, a gantry mount and housing, a tripod mounting system, or
a mobile mounting system including, without limitation, a mobile
mounting system in or on a motor vehicle or a trailer); and
(b)
with or without all or any of the following:
(i)
a synchronised flash unit:

(ii)
a flash unit mounting system (for example, a mounting pole or
a mobile mounting system):
(iii)
a computer network modem or data cable:
(iv)
a portable device for storing data:
(v)
a device for transmitting data:
(vi)
a power supply device for the camera system, flash unit, or both.
(3)
For the purposes of subclause (2)(b)(iv),
portable device for storing data
means a device, with or without a USB interface, that records, retains, or stores
data (including data relating to the system’s deployment site) in a way that
allows the data to be used and to be retrieved, uploaded, or reproduced.
(4)
For the purposes of subclause (2)(b)(v),
device for transmitting data means a
device, with or without a USB interface, that (wirelessly or by a physical con‐
nection, and at any time or times) transmits, or allows (automatic or preset, or
on-site or remotely directed) transmission of, data (including data relating to
the system’s deployment site)—
(a)
directly or indirectly to a computer system for the time being maintained
by or on behalf of the Police for purposes of or including reception of
data transmitted from vehicle surveillance equipment; and
(b)
in a way that allows the data to be used and to be retrieved, uploaded, or
reproduced.

Revocation
The
Land Transport (Approved Vehicle Surveillance Equipment) Notice 2014
(LI 2014/191) is revoked.

Explanatory note
This note is not part of the notice, but is intended to indicate its general effect.
This notice, which comes into force on 6 December 2021, approves the REDFLEX‐
speed radar NK7 speed camera system (whether operated in fixed or mobile applica‐
tion) as a kind of vehicle surveillance equipment for the purposes of the
Land Trans‐
port Act 1998. This notice, which revokes and replaces a similar 2014 notice, appro‐

I certify that I tested this Approved Vehicle Surveillance Equipment in accordance with technical procedure
CU31, at the speeds specified in the Laboratory Tests panel above and found the device to be recording
accurate speed measurements. This device has a measurement uncertainty of +- 1 km/h when measuring
an unknown speed. This device was also subjected to a road test and the data produced by this camera
indicated the device was functioning correctly and producing accurate speed readings.
The tuning forks specified in this certificate were tested and found to oscillate correctly to produce a
simulated speed as indicated on the fork.
I, being a member of the New Zealand Police duly authorised for the purpose by the Commissioner of
Police, certify pursuant to Section 146 of the Land Transport Act 1998 that the said device was tested on
the date below and is accurate.
