Re: NZ non-citizens and non-permanent residents working for Auckland Council
I refer to your email, which we received on 23 July 2015, requesting information about New
Zealand non-citizens and non-permanent residents working for Auckland Council.
Please find our response to your official information request below:
Please provide full information as to how many non New Zealand citizens or non
permanent residents currently work for Auckland Council and how many did in
calendar years 2013 and. 2014. Please advise why New Zealand citizens /
residents were not recruited into these positions. Please provide a salary details
of each of these non citizens or residents working for Auckland Council.
Auckland Council is committed to providing meaningful work to New Zealanders and our
internal recruitment team is focused on finding the people best suited to our roles.
At any given time, around 98% or our workforce is made up of New Zealand citizens or
permanent residents. Of the balance, a large number are Australian citizens, with the
remainder holding applicable visas or work permits.
Many of the non-New Zealand citizens or non-permanent residents we employ are on
the basis of fixed term requirements from the business (not permanent roles), roles
which see less interest and availability from New Zealand citizens or permanent
residents given the short term nature of the work.
In addition, Auckland Council is an accredited employer with Immigration New Zealand.
Accredited employer status enables New Zealand employers who are unable to find
suitably qualified and/or experienced New Zealand workers to recruit non-New Zealand
citizens or resident workers. For Auckland Council this may include recruits for senior
leadership or specialist roles and occupations on Immigration New Zealand's skill
shortage list. To qualify for accredited employer status, we have shown that our
organisation:
is in a sound financial position
has high quality human resources policies and processes
can demonstrate a commitment to training and employing New Zealanders
has good workplace practices, including a history of compliance with all
immigration, employment and health and safety laws.

Auckland Council currently employs three people under our accreditation for the Talent
Visa.
The table below outlines how many non-New Zealand citizens or non-permanent
residents worked for Auckland Council as at 31 December 2013, 31 December 2014
and 30 June 2015:

As at 30 June 2015, the salaries paid to non-New Zealand citizens or non-permanent
residents we employ range from $33,200 up to $225,000, with an average of $65,070.
Please note that individual salary information has been withheld under section 7
of the Act for the following reason:
