The 2022 CSSF is proposed to be $906.00 inclusive of GST, a 3% or $27.00 increase on 2021, per one 
EFTS and capped at 1.05 EFTS. This increase is based on the current projected EFTS and recovering 
costs. Whilst every endeavour has been made to reduce expenses without compromising service 
levels, the cost of providing these services to students continues to rise. 
The table below details the impact to the University contribution margin, with incremental increases 
on the 2021 fee:

1. Fund the Puāwaitanga telehealth service to support Student Health mental health and well-
being services
2. Increase the Māori Counsellor role by 0.7FTE, as a result of a 22% increase in Māori EFTS
since 2018
3. Increasing Student Health semester only staff hours to full year to increase retention of staff
and improve wait-list times
4. Increasing GP, Nurses & MHWB Counsellors salaries to attract and retain staff, and align with
other University health providers
5. On-going Chaplaincy services and an increase in the Māori Chaplain role
6. Fund a Campus Watch – Operations Coordinator role, providing additional support for
pastoral care and welfare services
7. Additional support for OUSA student advocate and other student services
8. Additional support for the Careers Development and Social Impact Studio, providing services
to students to meet increased demand

Although University of Otago shows the second highest fee per one EFTS, we have the third lowest 
fee for students studying more than 1.05 EFTS due to the cap.  As we have a much higher 
proportion of students studying away from their home base, we provide services to a wider range of 
students than is typical at other New Zealand universities.

The numbers of student enrolments for 2022 has been below budget, and this has a pipeline effect 
into 2023.  This means that the forecast numbers of student paying the fee has reduced over the 
2022 budget, requiring a 7% uplift in the fee to cover existing service costs. 
 
The increase in income will also contribute to the fol owing new initiatives: 
  1.  Additional support for OUSA to fund existing activities as demand for services have 
significantly increased in recent years 
2.  Increase the Career Adviser Role by 0.4 FTE to meet increased demand 
3.  Additional 0.7 FTE support for the Social Impact Studio, providing services to students to 
meet increased demand

The 2024 CSSF is proposed to be $1,076.00 inclusive of GST, a 6% or $61.00 increase on 2023, per 
one EFTS and capped at 1.05 EFTS. This increase is based on the current projected EFTS and 
recovering costs. Whilst every endeavour has been made to reduce expenses without compromising 
service levels, the cost of providing these services to students continues to rise.
