Thank you for your email of 26 February 2025 requesting information relating to information
held regarding Bioplant Tairāwhiti. Your request has been considered under the Of icial
Information Act 1982 (OIA).
On 26 March 2025, the Ministry for Primary Industries (MPI) extended the time limit to
respond to your request to 24 April 2025 pursuant to section 15A(1)(b) of the OIA.
You requested the following:
I am requesting all information held by your agency regarding Bioplant and this
recommendation.
Please find attached as Appendix One information held by MPI regarding Bioplant Tairāwhiti.
Some information has been withheld pursuant to the following sections of the OIA:
• Section 9(2)(a) –
to protect the privacy of natural persons.
• Section 9(2)(b)(ii) –
to protect information where the making available of the
information would be likely unreasonably to prejudice the commercial position of
the person who is the subject of the information.
• Section 9(2)(g)(i) –
to maintain the effective conduct of public affairs through the
free and frank expression of opinions by or between or to Ministers of the Crown
or members of an organisation or officers and employees of any public service
agency or organisation in the course of their duty.
• Some information has been withheld as ‘Out of Scope’.
Please note, all further information held by MPI is withheld in full pursuant to section
9(2)(b)(ii) of the OIA,
to protect information where the making available of the information
would be likely unreasonably to prejudice the commercial position of the person who is the
subject of the information.
MPI is satisfied that, in the circumstances of this case, the withholding of the information is
not outweighed by other considerations which render it desirable in the public interest to
make the information available.
