I refer to your email dated 1 April 2025, requesting the following under the Official Information Act
1982 (the Act):
“the unclassified portions of the after-action report from Exercise Tangaroa (2023 Pacific
undersea cable failure simulation), including:
1. Which government agencies participated.
2. Which critical systems (e.g., health, benefits, tax) were simulated to fail during prolonged
offshore data inaccessibility.
3. Any documented rationale for not mandating local data backups for these systems.”
I am refusing your request under section 18(g) of the Act as the information requested is not held
by the Ministry, and it has no grounds to believe that the information is held by another department.
We made contact with the National Emergency Management Agency, the Ministry of Business,
Innovation, and Employment and the Ministry of Defence to establish if your request should be
transferred. These agencies informed us that that they did not hold information in scope of this
request.
You have the right to seek an investigation and review of this response by the Ombudsman, in
accordance with section 28(3) of the Act. The relevant details can be found on the Ombudsman’s
websit
e www.ombudsman.parliament.nz.
