We refer to your email dated 7 September 2015 and transferred to us from the Ministry of Health on 
14  September  2015  requesting  the  following  information  under  section  12  of  the  Official 
Information Act 1982 from both Canterbury DHB and West Coast DHB. 
 
  Which of the 20 DHBs; currently deliver services against the “Maternity Services – DHB funded 
Pregnancy and Parenting information and education Tier 2 Service Specification”?  
  And  how  long  has  the  Pregnancy  and  Parenting  information  and  education  service  been  in 
place within those identified DHBs and what are the names of the providers who deliver those 
services? 
 
Both Canterbury DHB and West Coast DHB have delivered Pregnancy and Parenting Education (often 
called Childbirth education or Antenatal Classes) for many years.  
 
Canterbury  and West  Coast  DHBs have made  a variety of changes  within current  services  to meet 
the requirements of the revised PPIE (Pregnancy and Parenting information and education) service 
specifications;  however,  we  recognised  that  our  current  delivery  models  are  not  sufficient  to  get 
maximum value for pregnant mothers and their whanau.  
 
This  led  to  Canterbury  DHB  and  West  Coast  DHB  instigating  RFPs  (Request  for  Proposals)  on  11 
August 2015 (lodged on GETS) to identify the suitable organisations to provide this service for each 
DHB. 
 
The RFPS closed on 8 September 2015 and we are currently assessing those proposals with a view to 
commencing the new services from 1 January 2016 for both DHBs.
