Dear Ms Evans,
Thank you for your email of 12 November 2015 requesting under the Official Information Act 1982, the
following information:

Performance Clause C5.6 states:
•
Buildings must be designed and constructed in a manner that will allow firefighters, taking into
account the firefighters’ personal protective equipment and standard training, to:
•
reach the floor of fire origin,
•
search the general area of fire origin, and protect their means of egress.
•
Please provide a copy of all New Zealand Fire Service (NZFS) operational documents (i.e. Standard
Operating Procedures, Training Manuals, Personal Equipment, Controlled Entry and Safety
Procedures etc) provided by the NZFS Commission to the Ministry of Business, Employment and
Innovation (MBIE), that MBIE relied upon to justify Performance Clause C5.6 being included in the
Building Code.
•
As Performance Clause C5.6 is not applicable for detached dwellings, what operational documents
did the NZFS provide MBIE to demonstrate that the requirements of C5.6 are not necessary for
such building types (include a copy of these documents in your response).
