Dear Ms Evans,
Thank you for your email of 13 November 2015 requesting under the Official Information Act 1982, the
following information:

Performance Clause C5.2 states the following:
•
Buildings must be designed and constructed so that there is a low probability of illness or injury to
firefighters or other emergency services personnel during rescue and firefighting operations.
•
Please provide a copy of all New Zealand Fire Service (NZFS) operational documents (i.e. Standard
Operating Procedures, Training Manuals/Procedures and Size-up Procedures, Controlled Entry and
Safety Procedures etc) provided by the NZFS Commission to the Ministry of Business, Employment
and Innovation (MBIE), that MBIE relied upon to justify Performance Clause C5.2 being included in
the Building Code.

Did MBIE rely on a research report undertaken independently of the NZFS and MBIE that
correlates the injuries incurred by NZFS firefighters to building design.and construction and not to
deficiencies in operational procedures, operational errors, training methods etc adopted by the
NZFS, to justify Performance Clause C5.2's inclusion in the Building Code? If so, please provide a
copy of this report.

If MBIE did not use such information to determine the suitability of Performance Clause C5.2 being
included in the Building Code, please confirm this.
