Request for Information – Local Government Official Information and Meetings Act 1987
We refer to your original request dated 16 March 2016. We apologise for the delay in response.
Subsequently we have checked and our records show that no request was received at Hutt City
Council.
Your request has been processed according to the provisions of the Local Government Official
Information and Meetings Act 1987 (the "Act").
Your request for information has been granted:
Whether the council uses video or audio surveillance devices for dog-control purposes?
Hutt City Council only uses video or audio surveillance devices for safety purposes.
If so, a copy of any applicable policy covering such surveillance. If there is no formal
policy, I would like to know the evidential bar required for such surveillance to begin,
who approves or can approve it, whether consent is sought from targets or affected
property owners, who carries it out and the methods used.
Please find attached a copy of the HCC Wearable Video Cameras Policy and our Dog Control
Policy 2015.
If video or audio surveillance is used, I would like to know the number of times each has
been used in the last year, the number of occasions it was done without consent, and
the number of occasions consent was sought but not granted.
Hutt City Council does not use video or audio surveillance devices for dog control purposes.
We do however, have wearable video cameras and the policy is attached. We have only had
the cameras used twice in the parking area since we started using them and on viewing by the
Parking Services Manager it was found the customer was assertive but not aggressive so the
recording was erased.
No surveillance was undertaken for Animal Services this year.
