Thank you for your e‐mail dated 27 August 2016 regarding our response to your Official
Information Act request dated 21 July. You asked the following further questions:
The question "What are the respective total revenues from staff and public for car parking
levies in each of the last 5 years?" relates to the amount of money that is either directly or
indirectly received from car parking. For example ‐ ADHB receive an annual amount from
AMP Capital Investments for managing the parking facilities. While this amount is not
directly from the car parking levies of staff and public, it represents revenue indirectly from
car parking levies paid by an organisation which is contracted to operate the car parking
services.
Does CMDHB therefore not receive any remuneration indirectly from any contracted group
operating parking services?
CM Health does not receive any revenue (directly or indirectly) from the collection of parking
levies, as negotiated in the original contract terms, in order to keep charges to all at a minimum.
Additionally, you have not given reasonable evidence of consultation with public and DHB
staff concerning parking charges.
Car parking operations at CM Health are owned by Accident Compensation Corporation (ACC),
therefore we do not consult with either the public or staff. (The rates were originally negotiated
on a five yearly pre‐determined step pricing arrangement, applicable over the whole lease term
and variable only by inflation as originally advised to all.)
CM Health has taken the following action with respect to communicating changes to parking
charges at Middlemore Hospital:
For the most recent change to Middlemore Hospital parking charges, notification was
published on our website one week prior to the change taking effect. Information advising of
a change in tariff was also displayed on noticeboards attached to payment machines one day
prior.
In addition, CM Health staff received three notifications of changes to their levies; 10 days
prior and one day prior to the change via our daily newsletter, and also through notification
published on our staff intranet site on the day the change took effect.
