Official Information Act Request – Christchurch Justice and Emergency Services Precinct (‘Precinct’)
I refer to your email of 21 December 2016 requesting, under the Official Information Act 1982 (‘OIA’),
information on the procurement process for contracts in relation to the Precinct, and associated
documentation.
In response, we advise as follows.
The Precinct Project Board made decisions on the engagement of the building contractors (Downer NZ
and Fletcher Construction) and other significant consultant and supply arrangements. The Project Board is
made up of senior executives from the Ministry of Justice, NZ Police and the Department of Corrections.
Membership of the Project Board has changed over time, due to usual personnel movements within the
agencies, since these contracts were let in 2013/14.
The decision-maker for other contracts for services and consultant engagements for the project depends
on the value of the contract, the necessary procurement approach under Ministry and Al of Government
procurement rules.
We request that you provide further particulars about which specific contracts (or contracts of a
particular nature) that you wish to know more about and we wil provide you with the information we are
able to release – noting there may be some commercial sensitivity and privacy constraints.
