Purpose
This document provides for:
safe and effective operations at hospital and rest home incidents.
Instructions for Hospitals and Rest Homes
Executive Officers’ responsibilities
Chief Fire Officers will issue a procedure for incidents at hospitals or rest homes, when it is
relevant to the Fire District.
Fire Region Managers will ensure that when relevant, every Fire District in the Fire Region has
a procedure in accordance with this instruction.
Local procedures
Local procedures will:
ensure that any operational plans are compatible with any on-site emergency plans
include:
- automatic upgrade to a greater alarm
- appropriate evacuation options (such as partial, staged or total evacuation)
- reference to any approved scheme for staged evacuation
- incidents occurring when operating theatres are in use
under the Official Information Act
- ventilation.
Operational plans will include provision for liaison with:
duty management/medical staff
ambulance personnel
evacuation wardens

Special risks
Tactical and risk plans should include how to deal with:
intellectually or physically disabled patients
patients on life support
intensive care facilities
bio-hazards
Act
multi-storeyed buildings
x-ray and laboratory facilities
hazardous substances such as oxygen supplies or radioactive materials
patients requiring restraint
staged evacuations.
