H5 Bulk Flammable Liquids (NCI 31)
Purpose
This document provides for:
safe and effective operations at incidents involving bulk flammable liquids.
Requirements for Bulk Flammable Liquids
Executive Officers’ responsibilities
Chief Fire Officers will issue a procedure on bulk flammable liquid incidents, when it is relevant
for their Fire District.
Fire Region Manager will ensure that every Fire District in the Fire Region has a procedure in
accordance with this instruction, when relevant.
Local procedures
When applicable, local procedures will take into account fires or spillages in connection with:
storage complexes
pipelines
well heads and processing plants
flammable liquids in transit
emergency response plans, as required by the
Hazardous substances (Emergency
Management) Regulations 2001.
The procedure will include:
current NFPA 11 standards for foam application rates
management of resources, including foam concentrate supplies
environmental protection planning
existing national and local agreements.
