Thank you for your email
of 28 March 2017 requesting the fol owing information under the Official
Information Act 1982 (the Act):
“Part of the report was a Cost Benefit Analysis of proposed AART and AART+ options and showed "the CBA
favours AART+ over AART". I am interested in understanding the details of how the NZTA estimated the CBA for
these options. 1. Can I please have a copy of the detailed cost figures used to support the Advanced Bus Solution report?
2. Can I please have a copy of the detailed benefit figures used to support the Advanced Bus Solution report?
3. Can I please have a copy of the detailed patronage figures used to support the Advanced Bus Solution report?
4. Can I please have a copy of the detailed Cost Benefit Analysis calculations (including the spreadsheet
formula) used to support the Advanced Bus Solution report?”
The NZ Transport Agency does not hold the detailed cost figures, detailed benefit figures, or detailed
patronage figures. We also do not have the copy of the detailed Cost Benefit Analysis calculations
(including the spreadsheet formula). The information presented in the Advanced Bus Solution Report
was collected by an external contractor and adequately met our needs for the purpose of the study.
As such, I am refusing your request under section 18(g) of the Act, which states that a request may be
refused if the “information requested is not held by the department or Minister of the Crown or
organisation…”
