Hi Simon
You will be aware that I have taken over the catchments aspect of Gerard’s portfolio and thought
I would use this incident as my first contact with you with respect to notification of and incident.
While there has been no contamination or breach in the security of supply I thought I would
notify you of the near miss and the action I will be taking to hopefully minimise future events.
While on patrol in the Deep Stream Catchment area two of my men came across two 4WD
vehicles in and around the stream bed approximately 1 ½ to 2 km upstream of the intake and
had gained access to this area via DOC land. The men were approached and asked pertinent
questions as to why and how they were in this area. It was ascertained that access was gained
while using a hunting permit issued by DOC and that they had driven down into this area. The
men were briefed as to their permit stipulating that they were not to be in this area(they
claimed they did not know this) and the potential issues that could arise if there were to be oil
leaks or other contamination entering the stream from their vehicles. This appeared to be
received well.
What I am proposing to do is organise a meeting with DOC to have a discussion around the issue
of permits, and to ask if they are able to point out permit criteria like where hunters can and
cannot drive vehicles in an effort to educate the public of the potential risks to water supply. I
will also maintain surveillance in the area on a regular basis in the hope of identifying anything
else. I hope this meets your expectations with regard to maintaining security of supply and look

Hi Mike, here are the photos of the Deep Creek crossing. You can see the recently disturbed
gravel in the bottom done by gold miners. The stream crossing is necessitated by doing a three
point turn on the rock section in the water as there is a big deep hole in the middle.
I didn’t get a photo of the boggy site where the vehicle was stuck.

which was caused by this event.
In the future, you should notify this incident to Michael Wong first. As he is responsible for
Dunedin, Mosgiel water supplies, and I am responsible for Outram, West Taieri and Waikouaiti
water supplies.
