Dear Harriet
Local Government Official Information and Meetings Act 1987
CAS-458673-N0S2S3
Thank you for contacting Auckland Transport (AT) on 2 May 2017 requesting the following
information. Your request has been emphasised in bold as follows:
1. Could the IBC - North-Western Busway please be released to me? It was mentioned it would
be completed in April 2017 as per August 16 Board Meeting.
"Aurecon has been selected for the development of an Indicative Business Case for the North-
Western Busway (between city centre and Westgate), and work has now commenced. The
business case is expected to be completed by April 2017"
The final IBC for the North West Rapid Transit Corridor is not yet complete. We are intending to take
this project to public consultation in June and the report will be in the public domain at this time.
Section 17(d) LGOIMA applies to this request as it will soon be publicly available.
2. Could the LRT Option Development report please be released to me? It was mentioned in
the September 16 Board Meeting as to be completed December 16. The Bus Option Study also
due in December 2016 mentioned in the same report which was released publically as ABS in
January.
The LRT report may be known as the Airport Access PBC
The option development referred to in the September 2016 board report was not a reference to a
report, but rather to an ongoing investigation into light rail options for Auckland. It was indicative,
rather than in reference to a specific output such as a report. Section 17(e) LGOIMA applies to this
information on the basis that the information does not exist. In addition, the process has now been
superseded by other work brought about by the NZTA and AT board decision in March 2017 to
progress towards light rail and develop a business case for route protection.
The Advanced Bus Solution study was one input among a range of studies that contributed to that
decision (see diagram below) and AT is now progressing the appropriate technical work and analysis
to further understand how a staged, integrated transition from bus to light rail transit from the airport
to the city centre may occur, based on future demand and capacity. More information can be found
on the website about the report that went to the board. Please note that the Airport Access
Programme Business Case will be released in late June which refers to short term improvements to
the airport.

We trust the above information has addressed the matters raised however, should you believe that we
have not responded appropriately to your request, you have the right in accordance with section 27(3)
of the LGOIMA to make a complaint to the Office of the Ombudsman to seek an investigation and review
in regard to this matter.
