Official Information Act Request – Our Reference 2017/132
Thank you for your letter received by Capital and Coast District Health Board (CCDHB) on 29 May 2017,
in which under the Official Information Act 1982 you requested information relating to CCDHB
responding to the immediate impacts of a large scale earthquake.
Your letter asks if there is any official document published or working that outlines a plan for
responding to the immediate impacts of a large scale earthquake, should one occur in Wellington
(Capital and Coast) region.
The planning for responding to the immediate impacts of a local large scale earthquake is focused on:
• The initial actions undertaken within the DHB to manage casualties, disruptions to services, and
damaged facilities
• The activation of the mass casualty plans
• Participation in the local, regional, and national multi-agency post-earthquakes responses within
the Health Sector and with Civil Defence
The CCDHB initial actions are set out in the:
• Earthquake Response Plan – a copy of the plan is attached
• Emergency Operations Centre Incident Response Initial Actions document – an extract setting out
the post-earthquake actions is attached
The CCDHB is also a participant in two other key plans that outline the multi-agency response
arrangements:
• The National Health Emergency Plan – available from

• The Wellington Earthquake National Initial Response Plan (WENIRP) – available from

It should be noted that the CCDHB Earthquake Response Plan and the WENIRP are both being reviewed
at present with the intention of incorporating lessons learned from the Kaikoura earthquakes in 2016
and more up to date information on the earthquake risk in the Wellington Region.
